“I cannot say where it crossed, because there are places that are not under the control of the border guards. We know that, unfortunately, most of the borders of the Republic of Armenia are still not under the control of the border guards, and there are defensive positions and army units there. That is why we want the demarcation and demarcation to be completed as soon as possible, and such work to be carried out along the entire border and modern technical means to be installed that will allow for more effective ensuring of the inviolability of the borders,” Khachatryan said.

He noted that border violations cannot be ruled out, but they should be minimized. Khachatryan also reminded that the Government’s 2026-2031 program envisages the use of modern technical means and methods in the border area.

Նա նշեց, որ սահմանախախտման դեպքերը բացառել հնարավոր չէ, սակայն դրանք պետք է նվազագույնի հասցվեն։ Խաչատրյանը նաև հիշեցրեց, որ Կառավարության 2026-2031 թվականների ծրագրով նախատեսվում է սահմանների ուղղությամբ կիրառել ժամանակակից տեխնիկական միջոցներ և մեթոդներ։

Referring to the information transferred to the Armenian NSS by the relevant services of Azerbaijan on September 29, Khachatryan said that the Armenian side could not publish it based on operational expediency.

At the same time, the deputy admitted that the measures taken did not fully yield results.

Միաժամանակ պատգամավորն ընդունեց, որ ձեռնարկված միջոցառումներն ամբողջությամբ արդյունք չեն տվել։

“In any case, we see that these measures did not yield much, and in fact, it was possible to somehow scare that Azerbaijani, to go, to eat at someone’s house, and then those events – shootings, etc.,” he said.

«Ամեն դեպքում, տեսնում ենք, որ այդ միջոցառումները այդքան արդյունք չեն տվել, և փաստորեն հաջողվել է այդ ադրբեջանցուն ինչ-որ կերպ սպրդել, գնալ, մարդու տանը հաց ուտել, հետո այդ իրադարձությունները՝ կրակոցներ և այլն»,- ասաց նա։

Khachatryan does not consider the possibility of exchanging the Azerbaijani for prisoners realistic at this stage. According to him, the investigation must first be completed and his actions given a legal assessment, and after that the issue can be discussed within the framework of interstate relations.

It should be noted that Nasimi Musayev, a citizen of the Republic of Azerbaijan who illegally crossed the border of Armenia, was detained for 2 months.
