During the session of the NA Committee on State and Legal Affairs, MP Lianna Gasparyan, referring to the justifications of the submitted draft, raised a question about the necessity of forming a unified system.

During the session of the NA “Strong Armenia” faction, MP Lianna Gasparyan, referring to the justifications of the submitted draft, raised a question about the necessity of forming a unified system.

Let us recall that the draft on establishing June 23 as the Day of the Public Servant is being discussed in the NA Committee on State and Legal Affairs.

According to Gasparyan, if the justification of the draft mentions the provision of quality services and the development of the state, then this means that the state has failed in this regard in previous years.

Գասպարյանի խոսքով՝ եթե նախագծի հիմնավորման մեջ նշվում է որակյալ ծառայությունների մատուցման և պետության զարգացման մասին, ապա դա նշանակում է, որ նախկին տարիներին պետությունը թերացել է այդ հարցում։

Gasparyan also stated that the draft law is of a formal nature and, possibly, is aimed at excluding a certain person from participating in public events. “I understood that you are not capable of answering any questions. And we must record that, yes, this law you submitted is of a formal nature only.”

Գասպարյանը նաև հայտարարեց, որ օրենքի նախագիծը կրում է ձևական բնույթ և, հնարավոր է, միտված է որոշակի անձի՝ հանրային միջոցառումներին մասնակցությունը բացառելուն․ «Ես հասկացա, որ Դուք որևիցե հարցի պատասխանելու ընդունակ չեք։ Եվ պետք է արձանագրենք, որ, այո՛, Ձեր կողմից ներկայացված այս օրենքը ընդամենը ձևական բնույթ է կրում»։

Vache Kalashyan, responding to the MP's criticism, noted that no system is perfect, but its viability and development potential are important.

Վաչե Քալաշյանը, արձագանքելով պատգամավորի քննադատությանը, նշեց, որ որևէ համակարգ կատարյալ չէ, սակայն կարևոր է դրա կենսունակությունն ու զարգացման ներուժը։

"In my deep conviction, there are no perfect systems, but a system is viable if it has a desire for perfection and internal potential... Otherwise, perfection is the limit beyond which the system no longer develops," he said.

«Իմ խորին համոզմամբ՝ կատարյալ համակարգեր չեն լինում, բայց համակարգը կենսունակ է, եթե ունի կատարելության ձգտում և ներքին ներուժ… Հակառակ դեպքում կատարելությունն այն վերջնասահմանն է, որից հետո համակարգը այլևս չի զարգանում»,- ասաց նա։
