October 25 will be election day in 21 communities; the campaign has entered a heated phase

Armlur.am was informed that the campaign for the proportional electoral system started on September 30. Today, October 4, is the 5th day of the campaign. It will end on October 23.

Armlur.am-ը տեղեկացավ, որ համամասնական ընտրակարգով ընտրությունների քարոզարշավը մեկնարկել է սեպտեմբերի 30-ին։ Այսօր՝ հոկտեմբերի 4-ին, քարոզարշավի 5-րդ օրն է։ Այն կավարտվի հոկտեմբերի 23-ին։

It should be noted that the elections will be held in the communities of Ararat, Armavir, Gegharkunik, Lori, Kotayk, Shirak, Syunik, Vayots Dzor, Tavush and Aragatsotn regions. In 19 communities, the elections will be proportional, and in Fioletovo and Shamiram, they will be majoritarian.

Նշենք, որ ընտրություններն անցկացվելու են Արարատի, Արմավիրի, Գեղարքունիքի, Լոռու, Կոտայքի, Շիրակի, Սյունիքի, Վայոց ձորի, Տավուշի և Արագածոտնի մարզերի համայնքներում։ 19 համայնքում ընտրությունները կլինեն համամասնական, իսկ Ֆիոլետովոյում և Շամիրամում՝ մեծամասնական ընտրակարգով։

Ararat region — Artashat

Արարատի մարզ — Արտաշատ

In Artashat, the CP list is headed by the incumbent mayor Karlen Mkrtchyan. The ARF and the “New Era” party are also participating in the elections.

Armavir region — Armavir and Araks

In Armavir, the CP list is headed by Varsham Sargsyan, and in Araks, Ghazar Ghazaryan. At the time of the nominations, the CP had no competitors in Armavir, while the CP and the “Justice” alliance were nominated in Araks.

Gegharkunik region — Gavar, Martuni, Vardenis

In Gavar, the CP is participating in the elections with the “Solidarity” alliance, whose list is headed by the incumbent mayor Gurgen Martirosyan.

In Martuni, the CP list is headed by the incumbent mayor Hovhannes Hoveyan, and in Vardenis, by the incumbent mayor Aharon Khachatryan. The only party nominated in Vardenis is the Communist Party.

Մարտունիում ՔՊ-ի ցուցակը գլխավորում է գործող համայնքապետ Հովհաննես Հովեյանը, իսկ Վարդենիսում՝ գործող համայնքապետ Ահարոն Խաչատրյանը։ Վարդենիսում առաջադրված ուժը միայն ՔՊ-ն է։

Lori region — Stepanavan, Fioletovo

In Stepanavan, the Communist Party list is headed by Arayik Nersisyan. Five political forces have nominated here, including the Communist Party, the "Homeland", the "Strong Armenia", the "Entrepreneur" and the "Republic" parties.

The election in Fioletovo will be held under the majoritarian system, and the campaign here will start not on September 30, but on October 5, tomorrow.

Ֆիոլետովոյում ընտրությունն անցկացվելու է մեծամասնական ընտրակարգով, և քարոզարշավն այստեղ մեկնարկելու է ոչ թե սեպտեմբերի 30-ին, այլ հոկտեմբերի 5-ին՝ վաղը։

Kotayk region — Hrazdan, Tsaghkadzor, Garni

In Hrazdan, the Communist Party list is headed by Sevak Mikayelyan, in Tsaghkadzor - by Narek Harutyunyan, and in Garni - by Tigran Poghosyan.

In Garni, the CP has no rival, while in Hrazdan and Tsaghkadzor, the CP’s main rival is the ARF.

Shirak region — Artik and Akhuryan

In Artik, the CP’s list is headed by the incumbent mayor Ananik Voskanyan. Four parties are participating in the elections here: the CP, the “Free Democrats”, the “Country to Live in”, and the “Homeland” party.

In Akhuryan, the CP’s list is headed by the incumbent mayor Zaven Manukyan, and no other political party has registered in the nomination phase.

Syunik region — Goris and Meghri

Goris is one of the most notable communities in these elections. The incumbent mayor Arush Arushanyan is participating in the elections with the CP under the “Solidarity” alliance. Arushanyan’s “Business” party has formed an alliance with the CP.

Գորիսը այս ընտրությունների ամենաուշագրավ համայնքներից է։ Գործող համայնքապետ Առուշ Առուշանյանը ընտրություններին մասնակցում է ՔՊ-ի հետ «Համերաշխություն» դաշինքով։ Առուշանյանի «Բիզնես» կուսակցությունը ՔՊ-ի հետ դաշինք է կազմել։

Among the other political forces in Goris is the “Vote to Live” alliance, formed with the participation of the “Country to Live” and “Armenian Vote” parties.

Գորիսում մյուս քաղաքական ուժերի թվում է «Ապրելու քվե» դաշինքը, որը ձևավորվել է «Ապրելու երկիր» և «Հայկական քվե» կուսակցությունների մասնակցությամբ։

In Meghri, the CP list is headed by Sergo Galstyan. Several political forces, including “Country to Live”, have submitted applications to participate in the elections.

Vayots Dzor region — Yeghegnadzor, Jermuk, Vayk

In Yeghegnadzor, the CP list is headed by Husik Sahakyan, in Jermuk, by the acting regional governor Vahagn Arsenyan, and in Vayk, by Mkhitar Matevosyan.

In Vayk, the CP has nominated itself without a rival political force.

Tavush region — Ijevan and Dilijan

In Ijevan, the CP list is headed by the acting community mayor Artur Chagharyan, and in Dilijan, by Davit Sargsyan.

Aragatsotn Region — Shamiram

The elections in Shamiram will be held under the majoritarian electoral system. The campaign here will also begin on October 5, that is, as of October 4, the official campaign has not yet started there.

Շամիրամում ընտրությունները կանցկացվեն մեծամասնական ընտրակարգով։ Այստեղ քարոզարշավը ևս սկսվելու է հոկտեմբերի 5-ին, այսինքն՝ հոկտեմբերի 4-ի դրությամբ այնտեղ պաշտոնական քարոզարշավ դեռ չի մեկնարկել։

One of the important features of these elections is that the CP has been nominated in all communities included in the October 25 elections. In both cases, in Gavar and Goris, the ruling force is participating in an alliance called “Solidarity”. In Gavar, the other component of the alliance is the “Entrepreneur” party of the incumbent community mayor, and in Goris, it is Arush Arushanyan’s “Business” party.

Այս ընտրությունների կարևոր առանձնահատկություններից մեկն այն է, որ ՔՊ-ն առաջադրվել է հոկտեմբերի 25-ի ընտրություններում ընդգրկված բոլոր համայնքներում։ Երկու դեպքում՝ Գավառում և Գորիսում, իշխող ուժը մասնակցում է դաշինքով՝ «Համերաշխություն» անվամբ։ Գավառում դաշինքի մյուս բաղադրիչը գործող համայնքապետի «Գործարար» կուսակցությունն է, իսկ Գորիսում՝ Առուշ Առուշանյանի «Բիզնես» կուսակցությունը։

Thus, there are still more than three weeks until the October 25 elections, but the political forces have actually already entered the stage of direct work with voters. The incumbent community mayors are trying to present their work and new programs, while their competitors are formulating their alternative agenda.

Այսպիսով, հոկտեմբերի 25-ի ընտրություններին դեռ երեք շաբաթից ավելի ժամանակ կա, սակայն քաղաքական ուժերը փաստացի արդեն անցել են ընտրողների հետ անմիջական աշխատանքի փուլին։ Գործող համայնքապետերը փորձում են ներկայացնել իրենց կատարած աշխատանքը և նոր ծրագրերը, իսկ նրանց մրցակիցները՝ ձևակերպել իրենց այլընտրանքային օրակարգը։

It is especially noteworthy that these elections take place after the 2026 parliamentary elections, and their results will also shape the future political landscape of governance in a number of large communities in Armenia.

Հատկապես ուշագրավ է այն հանգամանքը, որ այս ընտրությունները տեղի են ունենում 2026 թվականի խորհրդարանական ընտրություններից հետո, և դրանց արդյունքները ձևավորելու են նաև Հայաստանի մի շարք խոշոր համայնքների առաջիկա կառավարման քաղաքական պատկերը։

October 25 will be not only the day of elections for community mayors and councils of elders, but also another important political test for the government and opposition forces, already at the local level.

Հոկտեմբերի 25-ը լինելու է ոչ միայն համայնքապետերի և ավագանիների ընտրության օր, այլև իշխանության և ընդդիմադիր ուժերի համար հերթական կարևոր քաղաքական փորձությունը՝ արդեն տեղական մակարդակում։
