US congressmen demanded the return of displaced Armenians from Artsakh and the release of prisoners in Azerbaijan.

On September 16, a dozen members of the U.S. Congress called for the release of Armenians detained in Azerbaijan and the safe, collective, and protected return of the displaced Armenian population from the Republic of Artsakh (Nagorno-Karabakh) at the Capitol. This call came during the event “Accountability | 2026 – Artsakh: Justice. Freedom. Right of Return,” organized by the Armenian National Committee of America (ANCA) to mark the third anniversary of the ethnic cleansing of Artsakh perpetrated by Azerbaijan in September 2023.

The gathering brought together members of Congress from both the Democratic and Republican parties, representatives of the Armenian-American community, religious leaders, and international law experts. It concluded two days of activities organized by the Eastern and Western regions and the national headquarters of ANCA.

According to the organization, more than 100 activists from over 30 states participated in meetings that reached 435 House of Representatives offices and 100 Senate offices.

During the meetings, ANCA called for the implementation of Section 907 of the Freedom Support Act, sanctions under the Global Magnitsky Act against Azerbaijani officials, support for the Armenia Security Partnership Act (HR6840) and the Azerbaijan Sanctions Review Act (HR5369), as well as the right of return for Armenians displaced from Artsakh and the protection of their Armenian Christian heritage.

Democratic Representative Brad Sherman of California, vice chair of the Congressional Armenian Caucus, addressed the February convictions of 16 Armenians tried in Azerbaijan.

“The war is over. It is time to release the prisoners of war,” declared Sherman, who questioned why civilians were subjected to a trial before a military tribunal, behind closed doors and without independent observers.

“We must demand the immediate and unconditional release of all Armenian hostages and prisoners of war, whose illegal detention and alleged ill-treatment continue to be an obstacle to lasting peace,” Fong stated.

Democrat Jim Costa maintained that the release of the detainees should be part of any agreement between Armenia and Azerbaijan.

The Right of Return for the People of Artsakh

Congressional Armenian Caucus Co-Chair David Valadao, a Republican from California, recalled the International Court of Justice ruling related to the return of the displaced Armenian population.

Representative Judy Chu, who visited Artsakh in 2019, recalled her experience in the region before the Azerbaijani offensive and the displacement of its Armenian population.

“I saw Artsakh as a place where the Armenian people thrived and were proud,” she said. “It breaks my heart to think that those people I visited just a few years ago are now refugees in Armenia.”

Democratic Representative Jim McGovern, co-chair of the Tom Lantos Human Rights Commission, called for international mechanisms to hold Azerbaijan accountable for its actions.

“It is vitally important, for reasons of morality and justice, that the United States and the international community work together to hold the Azerbaijani government accountable for the ethnic cleansing and forced displacement of Armenians from their homes,” he said. “Accountability is fundamental to human rights.”

“I had the privilege of seeing a model of this memorial. It is beautiful and very important because we cannot forget the Armenian Genocide,” Min stated.

Protecting Artsakh’s Armenian Heritage

The situation of Armenian churches, monasteries, cemeteries, and khachkars in Artsakh was also discussed at the meeting.

Father Sarkis Aktavoukian, pastor of the Soorp Khatch Armenian Church, offered a prayer for the sites destroyed or desecrated since 2023.

“Artsakh is the land where everything smells of Armenian,” he said. “Lord, do not allow the memory of a people to be buried under the ruins of their heritage.”

“United as a parliamentary group, we are protecting the churches, monasteries, cemeteries, and other cultural heritage sites that bear witness to centuries of Armenian history in Artsakh,” he stated.

Fong called for investigations into the destruction of Armenian Christian heritage, while Chu demanded the preservation of cultural and religious sites and a ban on US military and security assistance to Azerbaijan.

“I often think of Artsakh, of the empty and damaged houses, of the destroyed cultural and religious relics,” Chu declared. “That is why I continue to demand the preservation of these relics, as well as the return of political prisoners from Azerbaijan.”

Questions about the peace process

Siranush Sahakyan, executive director of the Armenian Legal Center for Justice and Human Rights and representative of Armenian prisoners and their families before international bodies, questioned the results of the peace process for the detainees.

“What we are witnessing directly contradicts the promise of peace,” Sahakyan declared. “Prisoners remain detained while the safeguards protecting them and their families are being dismantled, exacerbating the suffering that a peace process is meant to resolve.”

“If arrangements can be made for goods to cross borders, why can’t the same be done for a family to visit a prisoner, for a consular representative to check on their well-being, or for an independent lawyer to defend them? And what does that tell us about the proclaimed peace?” he asked.

ANCA Executive Director Aram Hamparian, for his part, questioned US policy toward Artsakh and Azerbaijan.

“Current US policy, unfortunately, is misguided,” he stated. “We are normalizing the genocide in Artsakh. We are helping Azerbaijan consolidate the ethnic cleansing of an indigenous people. We are witnessing how this crime is enshrined, transformed into policy.”

Archbishop Anoushavan Tanielian, prelate of the Eastern Prelature of the Armenian Apostolic Church, closed the meeting with a message addressed to the participants.

“Artsakh is not history, Artsakh is not the past,” he affirmed.

Tanielian recalled a message he had delivered to the participants of the 92nd Armenian Youth Federation (AYF) Olympic Games in New Jersey: “To tell the world that we are Armenia and we are Artsakh, and that there is no power in this world that can take this understanding from our hearts, our minds, our lives.”
