Belarusian President Alexander Lukashenko has called on Armenia not to leave the Eurasian Economic Union (EAEU) common market and not to discard too quickly "what is currently beneficial to it."

Le président biélorusse Alexandre Loukachenko a appelé l’Arménie à ne pas quitter le marché commun de l’Union économique eurasiatique (UEE) et à ne pas se débarrasser trop rapidement de « ce qui lui est aujourd’hui bénéfique ».

"Armenia should not rush to throw away what is currently useful to it. It should not leave this common market [of the EAEU]," Lukashenko said in Minsk, during a meeting with the heads of government delegations attending a meeting of the Eurasian Economic Council.

« [L’Arménie] ne doit pas se précipiter pour jeter ce qui lui est aujourd’hui utile. Il ne faut pas quitter ce marché commun [de l’UEE] », a déclaré Alexandre Loukachenko à Minsk, lors d’une rencontre avec les chefs des délégations gouvernementales participant à une réunion du Conseil économique eurasiatique.

"I ask you not to rush to leave it. Believe me, as an old president who has been working for almost thirty years: nobody is waiting for us anywhere," the Belarusian president said, according to the TASS news agency.

« Je vous demande de ne pas vous précipiter pour vous en éloigner. Croyez-moi, moi qui suis un vieux président et qui travaille depuis près de trente ans : personne ne nous attend nulle part », a déclaré le président biélorusse, selon l’agence TASS.

Lukashenko also urged Armenia to consider whether it would actually be able to sell its products, particularly its cognac, in the European Union.

Loukachenko a également invité l’Arménie à se demander si elle parviendrait réellement à vendre ses produits, notamment son cognac, dans l’Union européenne.

“If you’ve decided to join the European Union, why are you rushing into it? Start by determining precisely where your cognac will be bought, where your fruits and vegetables will be bought, in what quantities, and whether you’ll be able to compensate for what you currently sell here. If you’re convinced that France will buy your cognac—even though they don’t know what to do with their own, but they’ll buy yours—very well, go ahead. Why rush? Why put the cart before the horse?” the Belarusian president declared.

« Si tu as décidé [d’aller] vers l’Union européenne, pourquoi te précipites-tu ? Commence par déterminer précisément où l’on achètera ton cognac, où l’on achètera tes légumes et tes fruits, dans quelles quantités et si tu pourras compenser ce que tu vends aujourd’hui chez nous. Si tu es convaincu que la France achètera ton cognac — alors qu’elle ne sait déjà pas quoi faire du sien, mais qu’elle achètera le tien — très bien, vas-y. Pourquoi courir ? Pourquoi mettre la charrue avant les bœufs ? », a déclaré le président biélorusse.

Judging by photographs published by the BelTA news agency, no Armenian delegation traveled to Minsk. Nikol Pashinyan participated in the meeting via videoconference. More than two years ago, the prime minister stated that no Armenian official would visit Belarus as long as Alexander Lukashenko remained president.

À en juger par les photographies publiées par l’agence de presse BelTA, aucune délégation arménienne ne s’est rendue à Minsk. Nikol Pachinian participe à la réunion par visioconférence. Il y a plus de deux ans, le Premier ministre avait déclaré qu’aucun responsable arménien ne se rendrait en Biélorussie tant qu’Alexandre Loukachenko resterait président du pays.

Armenian authorities have repeatedly stated that they have no intention of leaving the EAEU and that they wish to combine their membership in this organization with the process of integration into the European Union, for as long as this remains possible.

Les autorités arméniennes ont assuré à plusieurs reprises qu’elles n’avaient pas l’intention de quitter l’UEE et qu’elles souhaitaient combiner leur appartenance à cette organisation avec le processus d’intégration à l’Union européenne, aussi longtemps que cela resterait possible.

However, Moscow consistently maintains that it is impossible to belong simultaneously to the European Union and the EAEU customs union, and suggests that Yerevan hold a referendum on EU membership.

Moscou affirme toutefois de manière constante qu’il est impossible d’appartenir simultanément à l’Union européenne et à l’union douanière de l’UEE, et suggère à Erevan d’organiser un référendum sur l’adhésion à l’Union européenne.

Russian President Vladimir Putin raised this issue again in early September in Bishkek, during a meeting with the Armenian Prime Minister. The latter asserted that by adopting the law on EU membership, Armenia had not violated any of its obligations within the EAEU.

Le président russe Vladimir Poutine a une nouvelle fois soulevé cette question au début du mois de septembre, à Bichkek, lors d’une rencontre avec le Premier ministre arménien. Ce dernier a affirmé qu’en adoptant la loi relative à l’adhésion à l’Union européenne, l’Arménie n’avait enfreint aucune de ses obligations au sein de l’UEE.

“This issue is not yet sufficiently mature to be put to a popular referendum.” “We adopted this law precisely so as not to hold a referendum,” said Nikol Pashinyan.

« Cette question n’est pas suffisamment mûre pour être soumise à un référendum populaire. Nous avons adopté cette loi précisément afin de ne pas organiser de référendum », a déclaré Nikol Pachinian.

On September 15, the European Parliament approved a preferential trade regime for Armenia. These measures are expected to liberalize approximately 80% of Armenian exports to the European Union.

Le 15 septembre, le Parlement européen a approuvé un régime commercial préférentiel en faveur de l’Arménie. Ces mesures devraient libéraliser environ 80 % des exportations arméniennes vers l’Union européenne.

However, these provisions are subject to certain conditions and mechanisms designed to protect the European market should the imports have negative consequences for EU producers.

Ces dispositions sont toutefois assorties de certaines conditions et de mécanismes destinés à protéger le marché européen dans le cas où les importations auraient des conséquences négatives sur les producteurs de l’UE.

By implementing Autonomous Trade Measures (ATMs), Brussels intends to support the Armenian economy following the trade restrictions imposed by Russia.
