– You wrote on your Facebook page that we as a state pay our high-ranking officials quite dearly, for example, Defense Minister Suren Papikyan receives a salary equal to that of the Spanish Defense Minister, but the quality of Armenia’s security is equal to that of South Sudan. Today we learned that an Armenian woman who was attacked by an Azerbaijani soldier lost three of her fingers. What is the situation in your opinion, why is Armenia’s security in such a deplorable and deplorable state?

– Ձեր ֆեյսբուքյան էջում գրել էիք, որ մենք որպես պետություն բավականին թանկ ենք վճարում մեր բարձրաստիճան պաշտոնյաներին, օրինակ ՊՆ նախարար Սուրեն Պապիկյանը Իսպանիայի Պաշտպանության նախարարի չափ աշխատավարձ է ստանում, սակայն Հայաստանի անվտանգության որակը հավասարազոր է Հարավային Սուդանի անվտանգության որակին: Այսօր տեղեկացանք, որ ադրբեջանցի զինծառայողի կողմից հարձակման ենթարկված հայ կինը կորցրել է իր երեք մատը: Ի՞նչ իրավիճակ է Ձեր գնահատմամբ, ինչո՞ւ է Հայաստանի անվտանգությունն այս աստիճան անմխիթար ու բարձիթողի վիճակում:

– We are dealing with criminal inaction. There is an atmosphere of gross inaction in our country, and there is a complete lack of honor. These people are categorically incapable of organizing any work, and they are absolutely not ashamed of all this, the consequences of all this, and their failures in general, and they are not even afraid of responsibility. Our country is in a rather difficult situation in that regard, as a society we are unable to hold accountable people who enjoy privileges like the most successful figures in the world, but work catastrophically poorly.

– Գործ ունենք հանցավոր անգործության հետ: Մեր երկրում հացավոր անգործության մթնոլորտ է տիրում, իսկ պատվախնդրությունը իսպառ բացակայում է: Կատեգորիկ անընդունակ են այս մարդիկ որևէ աշխատանք կազմակերպելու, և բացարձակ չեն ամաչում այդ ամենից, այդ ամենի հետևանքներից, և իրենց ձախողումներից առհասարակ, և չեն էլ վախենում պատասխանատվությունից: Մեր երկիրն այդ առումով բավականին ծանր վիճակում է գտնվում, որպես հանրություն մենք չենք կարողանում պատասխանատվության ենթարկել մարդկանց, ովքեր արտոնություններից օգտվում են ինչպես աշխարհի ամենահաջողված գործիչները, բայց աշխատում են կատաստրոֆիկ վատ:

– For example, government circles say that the Azerbaijani soldier simply fled Azerbaijan because they created bad conditions for him there, and there is no need to make a big tragedy of this.

– Օրինակ, իշխանական շրջանակներն ասում են, որ ադրբեջանցի զինծառայողը ուղղակի փախել է Ադրբեջանից, քանի որ նրա համար այնտեղ վատ պայմաններ էին ստեղծել, ու պետք չէ մեծ ողբերգություն դարձնել այս ամենը:

– In fact, the most diligent, most oppressed, and problematic soldier of the Azerbaijani army managed to outwit the RA Border Guard Forces, the National Security Service, the Police, and everyone else for three or four days, and in the end he managed to shoot an Armenian citizen. After all this, I suggest that officials working in the law enforcement agencies of Armenia take off and throw aside their shoulder straps, and go and surrender to another state. What does it mean that it was bad there, the border was crossed, what does that change, how does our situation improve?

– Փաստորեն Ադրբեջանի բանակի ամենափնթի, ամենաճնշված, պրոբլեմներ ունեցող զինվորը ՀՀ սահմանապահ ուժերին, ԱԱԾ-ին, Ոստիկանությանը և բոլորին իրար հետ վերցրած կարողացել է երեք-չորս օր գերազանցել, իսկ վերջում կարողացել է հայ քաղաքացու վրա կրակել: Ես այս ամենից հետո առաջարկում եմ, որ Հայաստանի իրավապահ մարմիններում աշխատող պաշտոնյաները հանեն ու մի կողմ շպրտեն իրենց ուսադիրները, և գնան հանձնվեն այլ պետության: Ի՞նչ է նշանակում այնտեղ վատ է եղել, սահմանը հատել է, դրանից ի՞նչ է փոխվում, մեր իրավիճակը ինչո՞վ է լավանում:
