The Prime Minister mentions the deterioration of 90% of Armenia's housing stock and the need for renovation.

"The renovation program involves implementing investment projects and constructing new buildings on the sites of existing housing stock," he said.

According to the Prime Minister, the issue of renovation is particularly urgent for Yerevan. He cited the example of the Ajapnyak administrative district in the capital, emphasizing that buildings of ten stories or more could be constructed there to replace existing four- or five-story buildings. He noted that increasing the number of stories and the total area of the new buildings could make these projects economically attractive.

Selon le Premier ministre, la question de la rénovation est particulièrement urgente pour Erevan. Il a cité l’exemple du district administratif d’Ajapnyak, dans la capitale, en soulignant que des immeubles de dix étages ou plus pourraient y être construits pour remplacer les bâtiments existants de quatre ou cinq étages. Il a fait remarquer que l’augmentation du nombre d’étages et de la surface totale des nouveaux bâtiments pourrait rendre ces projets économiquement attractifs.

The issue of Armenia's aging housing stock has already been raised both nationally and by international organizations. According to a country profile on the housing sector in Armenia published by the United Nations Economic Commission for Europe, a significant portion of the country's multi-family housing stock was built during the Soviet era. The document highlighted problems related to the buildings' technical condition, as well as their maintenance and management.

La question du vieillissement du parc immobilier arménien a déjà été mise en avant tant au niveau national que par des organisations internationales. Selon une fiche de pays consacrée au secteur du logement en Arménie publiée par la Commission économique pour l’Europe des Nations unies, une part importante du parc immobilier collectif du pays a été construite à l’époque soviétique. However, previously published data on the technical condition of multi-family buildings in Armenia were calculated using different criteria and are not directly comparable to the assessment of the housing stock's deterioration cited by Pashinyan. Specifically, according to data announced by a representative of the Urban Development Commission in 2021, out of nearly 19,000 residential buildings in Armenia, 524 were in poor technical condition and another 90 were slated for demolition.
