Two committees will be renamed and will go to the cabinet

The executive branch approved the draft laws on amendments and additions to the laws “On the Structure and Activities of the Government”, “On the Bodies of the State Administration System” and related laws. As noted by the Minister of Territorial Administration, Davit Khudatyan, it is proposed to rename the State Property Management Committee to the State Assets Management Committee, and the Water Committee to the Land and Water Committee, and transfer them from the subordination of the ministry to the subordination of the Government of the Republic of Armenia.

“There are major priorities in the 2026-2031 Government Program: water infrastructure, development of the water sector, in all directions: drinking water, irrigation water, water treatment plants. There are also functions that are currently implemented by the Water Committee, some of which are implemented by the Ministry of Economy. In particular, there are issues related to land monitoring and effective management, which are within the jurisdiction of the Ministry of Economy,” the minister said. As for the creation of the State Assets Management Committee, according to Davit Khudatyan, this will allow aligning the organizational subordination of state assets management with its functional scope and the need to implement a unified state assets management policy.

«Մեծ առաջնահերթություններ կան 2026-2031 թթ. Կառավարության ծրագրում՝ ջրային ենթակառուցվածքներին, ջրային ոլորտի զարգացմանը, բոլոր ուղղություններով՝ խմելու ջուր, ոռոգման ջուր, ջրի մաքրման կայաններ։ Կան նաև գործառույթներ, որոնք այս պահին իրականացնում է Ջրային կոմիտեն, դրանց մի մասն իրականացնում է Էկոնոմիկայի նախարարությունը։ Մասնավորապես՝ հողերի մշտադիտարկման, արդյունավետ կառավարման հետ կապված հարցեր կան, որոնք Էկոնոմիկայի նախարարության իրավասությունների տիրույթում են»,-ասել է նախարարը։ Ինչ վերաբերում է Պետական ակտիվների կառավարման կոմիտե ստեղծելուն, ապա ըստ Դավիթ Խուդաթյանի, դա հնարավորություն կտա պետական ակտիվների կառավարման կազմակերպական ենթակայությունը համապատասխանեցնել դրա գործառութային ընդգրկմանը և պետական ակտիվների կառավարման միասնական քաղաքականության իրականացման անհրաժեշտությանը։

The Prime Minister addressed the issue under discussion from a different perspective: “In addition to management, there is also another issue. You know, land and water are one of the most used expressions in our reality and one of the most frequently drunk toasts: “land and water”. I consider it very important that when thinking about the branding of our departments in the state administration system, we do not forget the issue that the emotional connection of our citizens with our state institutions is very important.”

Քննարկվող հարցին վարչապետն անդրադարձել է այլ տեսանկյունից. «Բացի կառավարումից, կա նաև մի ուրիշ խնդիր։ Գիտեք՝ հող ու ջուր մեր իրականության մեջ ամենաշատ օգտագործվող արտահայտություններից և ամենաշատ խմվող կենացներից մեկն է՝ «հող ու ջրի»։ Շատ կարևոր եմ համարում, որ պետական կառավարման համակարգում մեր գերատեսչությունների բրենդինգի մասին մտածելիս՝ չմոռանանք այն խնդիրը, որ մեր պետական ինստիտուտների հետ մեր քաղաքացիների էմոցիոնալ կապը շատ կարևոր է»։

According to the Prime Minister, the name “Land and Water Committee” also expresses the new perception of what kind of names and branding state bodies should have. “It should be understandable to people, and where it is possible for a state department to have a name that is close to people’s hearts, we should also solve that issue.”

Վարչապետի դիտարկմամբ՝ «Հողի և ջրի կոմիտե» անունը արտահայտում է նաև այն նոր ընկալումը, թե ինչպիսի անուններ և բրենդինգ պետք է ունենան պետական մարմինները. «Մարդուն պետք է լինի հասկանալի, և այնտեղ, որտեղ հնարավոր է մարդու համար հոգեհարազատ անուն ունենա պետական գերատեսչությունը, մենք պետք է այդ խնդիրը նույնպես լուծենք»։

Referring to the substantive part of the decision, the head of state emphasized that, after all, for example, the final destination of irrigation water is the land. "The reason for the lack of cultivation of 90% of the land is simply the lack of water. In other words, we should not separate the issue of water management from the issue of land management in this logic. Our question in the field of water management should be the following: in all those places where there can be theoretically effective agriculture, we must deliver water to those places so that agriculture can develop."
