By a previous decision, temporary restrictions on the import of cement from third countries and import licensing regulations have been imposed, resulting in a state tax of 8,000 dollars per ton.

Նախկինում ընդունած որոշմամբ՝ երրորդ երկրներից ցեմենտի ներմուծման նկատմամբ սահմանվել են ժամանակավոր սահմանափակումներ և ներմուծման լիցենզավորման կարգավորում, որի արդյունքում յուրաքանչյուր տոննայի համար գանձվում է 8000 դրամ պետական տուրք։

The temporary restriction on the import of cement has been lifted: There will be no licensing requirement

Due to the situation in the domestic cement market of the Republic of Armenia, the Government has adopted a decision.

ՀՀ-ում ցեմենտի ներքին շուկայում ձևավորված իրավիճակով պայմանավորված՝ Կառավարությունն ընդունել է որոշում։

As a result, the current regulation on the import of cement will be reviewed and the regulation in accordance with current market conditions will be ensured.

Արդյունքում՝ կապահովվի ցեմենտի ներմուծման նկատմամբ գործող կարգավորման վերանայումը և շուկայի ընթացիկ պայմաններին համապատասխան կարգավորման ապահովումը։

By a previously adopted decision, temporary restrictions and import licensing regulations were established for the import of cement from third countries, as a result of which a state duty of 8,000 drams is charged for each ton.

According to the justification, there are currently logistical difficulties with the import of cement, which increases the costs and terms of freight transportation, and as a result of the application of the current regulation, the change in the ratio of supply and demand in the domestic market has contributed to the formation of unequal competitive conditions for the sale of cement.

Ըստ հիմնավորման՝ ներկայում առկա են լոգիստիկ բարդություններ ցեմենտի ներկրման հետ, ինչը ավելացնում է բեռնափոխադրման արժեքները ու ժամկետները, և գործող կարգավորման կիրառման արդյունքում ևս ներքին շուկայում առաջարկի և պահանջարկի հարաբերակցության փոփոխությունը նպաստել է ցեմենտի իրացման մրցակցային անհավասար պայմանների ձևավորմանը։

Taking into account the current situation, it has become necessary to review the expediency of maintaining the current temporary restriction on imports and ensure the necessary prerequisites for the formation of more balanced competitive conditions for the sufficient supply and sale of cement in the domestic market.

Հաշվի առնելով ձևավորված իրավիճակը՝ անհրաժեշտություն է առաջացել վերանայել ներմուծման նկատմամբ գործող ժամանակավոր սահմանափակման պահպանման նպատակահարմարությունը և ապահովել ներքին շուկայում ցեմենտի բավարար առաջարկի և իրացման համար առավել հավասարակշռված մրցակցային պայմանների ձևավորման անհրաժեշտ նախադրյալներ։
