How to reduce traffic jams in Yerevan: Solutions discussed at the Ministry of Internal Affairs

The Deputy Minister of Internal Affairs noted that traffic jams not only make it difficult for citizens to move around, but also affect road safety. Highlighting the importance of a comprehensive review of the issue and the joint work of interested structures, he presented the measures implemented both within the framework of the mandate of the Ministry of Internal Affairs and in cooperation with partner structures.

ՆԳ նախարարի տեղակալը նշել է, որ խցանումները ոչ միայն դժվարացնում են քաղաքացիների տեղաշարժը, այլև անդրադառնում են ճանապարհային երթևեկության անվտանգության վրա։ Կարևորելով խնդրի համապարփակ դիտարկումն ու շահագրգիռ կառույցների համատեղ աշխատանքը՝ նա ներկայացրել է ինչպես ՆԳ նախարարության մանդատի շրջանակում, այնպես էլ գործընկեր կառույցների հետ համագործակցությամբ իրականացվող միջոցառումները։

Referring to the activities of the interdepartmental working group formed under the leadership of the Deputy Prime Minister, Armen Mkrtchyan noted that short-term, medium-term and long-term solutions aimed at reducing traffic jams are being discussed with the participation of representatives of urban development, education, territorial administration and other sectors, as well as the private sector and public organizations.

Անդրադառնալով փոխվարչապետի գլխավորությամբ ձևավորված միջգերատեսչական աշխատանքային խմբի գործունեությանը՝ Արմեն Մկրտչյանը նշել է, որ քաղաքաշինության, կրթության, տարածքային կառավարման և այլ ոլորտների, ինչպես նաև մասնավոր հատվածի ու հասարակական կազմակերպությունների ներկայացուցիչների մասնակցությամբ քննարկվում են խցանումների նվազեցմանն ուղղված կարճաժամկետ, միջնաժամկետ և երկարաժամկետ լուծումներ։

Presenting short-term measures, the Deputy Minister touched upon changes in traffic organization, revision of markings, elimination of obstacles arising from parking of vehicles in the second row and in unauthorized places, and other issues.

Ներկայացնելով կարճաժամկետ միջոցառումները՝ փոխնախարարն անդրադարձել է երթևեկության կազմակերպման փոփոխություններին, գծանշումների վերանայմանը, երկրորդ շարքում և չթույլատրված վայրերում տրանսպորտային միջոցների կայանման հետևանքով առաջացող խոչընդոտների վերացմանն ու այլ հարցերի։

In the context of long-term solutions, Armen Mkrtchyan emphasized the importance of increasing the attractiveness of public transport, creating favorable conditions for pedestrian movement, public transport and bicycle traffic and ensuring their priority. Among the approaches under discussion are also the development of road infrastructure and the creation of parking lots at the entrances to the capital. It was noted that these solutions require further clarification, extensive work and financial investments.

Երկարաժամկետ լուծումների համատեքստում Արմեն Մկրտչյանը կարևորել է հանրային տրանսպորտի գրավչության բարձրացումը, հետիոտնի տեղաշարժի, հանրային տրանսպորտի և հեծանվային երթևեկության համար բարենպաստ պայմանների ստեղծումն ու դրանց առաջնահերթության ապահովումը։ Քննարկվող մոտեցումների թվում են նաև ճանապարհային ենթակառուցվածքների զարգացումն ու մայրաքաղաքի մուտքերի մոտ ավտոկայանատեղիների ստեղծումը։ Նշվել է, որ այդ լուծումները պահանջում են հետագա հստակեցում, ծավալուն աշխատանք և ֆինանսական ներդրումներ։

Reference was also made to the draft law developed by the Ministry of Internal Affairs aimed at tightening liability for violations that impede traffic. The Deputy Minister emphasized that the purpose of the proposed changes is not administration, but prevention of violations: liability measures should have a sufficient deterrent effect and contribute to changing the behavior of drivers.

Անդրադարձ է կատարվել նաև երթևեկությանը խոչընդոտող խախտումների համար պատասխանատվության խստացմանն ուղղված՝ ՆԳ նախարարության մշակած նախագծին։ Փոխնախարարն ընդգծել է, որ առաջարկվող փոփոխությունների նպատակը ոչ թե վարչարարությունն է, այլ խախտումների կանխումը․ պատասխանատվության միջոցները պետք է ունենան բավարար զսպիչ ազդեցություն և նպաստեն վարորդների վարքագծի փոփոխությանը։

An active question-and-answer session was held, during which the expected effectiveness of tightening responsibility was discussed. The importance of implementing infrastructural and organizational solutions was emphasized in parallel. Suggestions for the development of alternative transport were also presented.

Ծավալվել է ակտիվ հարցուպատասխան, որի ընթացքում քննարկվել է պատասխանատվության խստացման ակնկալվող արդյունավետությունը։ Կարևորվել է դրան զուգահեռ ենթակառուցվածքային և կազմակերպչական լուծումների իրականացումը։ Ներկայացվել են նաև այլընտրանքային տրանսպորտի զարգացմանն ուղղված առաջարկություններ։

The members of the Council emphasized the importance of implementing long-term programs and effective urban planning, taking into account international best practices.

Խորհրդի անդամները կարևորել են երկարաժամկետ ծրագրերի իրականացումն ու քաղաքային արդյունավետ պլանավորումը՝ հաշվի առնելով նաև միջազգային լավագույն փորձը։

The participants touched upon the interrelationship between construction volumes, street capacity and parking space sufficiency. The possible risks arising from traffic jams in emergency situations were also discussed, in particular, issues related to the organization of evacuation and the uninterrupted operation of road infrastructure.

Մասնակիցներն անդրադարձել են կառուցապատման ծավալների, փողոցների թողունակության և կայանատեղիների բավարարության փոխկապակցվածությանը։ Քննարկվել են նաև արտակարգ իրավիճակներում խցանումների հետևանքով առաջացող հնարավոր ռիսկերը, մասնավորապես՝ տարհանման կազմակերպման և ճանապարհային ենթակառուցվածքների անխափան գործարկման հետ կապված հարցերը։

The Deputy Minister expressed his willingness to forward the questions and suggestions raised by the members of the Council to the relevant bodies and submit them for discussion by the interdepartmental working group.
