Armenia's participation in the Russian-led military alliance has, over three decades, gone from absolute security to abandonment and eventual betrayal during the Artsakh war, to extortion, and now the threat of expulsion.

Just a few days ago, Armenia's re-elected Prime Minister, Nikol Pashinyan, stated during the debate on the 2026-2031 government plan in the National Assembly that he would welcome the Collective Security Treaty Organization (CSTO) expelling Armenia as a full member.
Hace sólo unos días el reelecto primer ministro de Armenia, Nikol Pashinyan, aseguró durante el debate del plan de gobierno 2026-2031 en la Asamblea Nacional que vería con buenos ojos que la Organización del Tratado de Seguridad Colectiva (OTSC) expulsara a Armenia como miembro de pleno derecho del organismo.
Tensions between the Armenian government and the leadership of the military and security cooperation alliance led by the Russian Federation are nothing new. In addition to Armenia—which has a current membership but whose participation has been frozen since February 2024—Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan are also members of the CSTO.

Azerbaijan and Georgia were members of the bloc from its creation in 1994 until their voluntary withdrawal in 1999, and Uzbekistan withdrew in 2012. Afghanistan and Serbia remain as observers, both since 2013.

The Armenian president was referring to the veiled threat of sanctions discussed by four of the bloc's presidents: Vladimir Putin (Russia), Alexander Lukashenko (Belarus), Kassym-Jomart Tokayev (Kazakhstan), and Sadyr Japarov (Kyrgyzstan), during the last Summit in Bishkek in early June.
El mandatario armenio hacía referencia así a la velada amenaza de sanciones que analizaron cuatro presidentes del bloque, Vladimir Putin (Rusia), Alexander Lukashenko (Bielorrusia), Kasim Yomart Tokayev (Kazajistán) y Sadyr Japarov (Kirguistán) durante la última Cumbre de Bishkek a principios de junio pasado.
On that occasion, Pashinyan excused himself from attending because he was in the final stretch of his reelection campaign for June 7, which practically coincided with the CSTO Summit.
En esa oportunidad Pashinyan se excusó de asistir porque estaba en el tramo final de la campaña por su reelección el 7 de junio, que prácticamente coincidía con la Cumbre de la OTSC.
“We have no plans to rejoin the CSTO in the next five years. I can state with certainty that we will not reactivate our work within the CSTO. I know there are discussions underway within the CSTO and that they may expel the country from the organization. I would be very pleased if the organization decides to withdraw Armenia from the CSTO. It will free us from the dilemma of leaving,” the Armenian Prime Minister told the National Assembly on August 24.
"No tenemos planes de volver a la OTSC en los próximos cinco años. Puedo afirmar con certeza que no activaremos nuestro trabajo en la OTSC. Sé que hay discusiones en la OTSC y que pueden sacar al país de la organización. Me alegraría mucho si la organización decide retirar a Armenia de la OTSC. Nos liberará del dilema de salir de aquí”, dijo el pasado 24 de agosto el primer ministro armenio ante la Asamblea Nacional.
“The interest has waned,” the Prime Minister added, closing the door to any negotiations with the organization, arguing that it has not responded to the questions Armenia has submitted in a timely manner.
“El interés se ha agotado”, agregó el mandatario, cerrando la puerta a cualquier negociación con el organismo, argumentando a que la organización no ha dado respuestas a las preguntas que ha formulado oportunamente Armenia.

The central and formal argument of the leaders for threatening Armenia with expulsion is that the country has not paid its dues as a full member for the past two years, and is therefore literally in default with the organization.

In February 2024, the Armenian government decided to freeze its membership and, in fact, ceased participating in the bloc's meetings from that point forward. This generated pressure from Russia and, to a lesser extent, Belarus for Yerevan to define its future membership.

In September 2024, Pashinyan stated that the CSTO represented a "threat to Armenia's sovereignty," and three months later, in December 2024, he declared that "relations with the CSTO had reached a point of no return." The salient point of the speech on Monday, August 24, is that the break is now officially understood as state policy.

Clearly, there is a turning point in the relationship between Armenia and the Collective Security Treaty Organization, which takes us back four years, to September 2022, when Azerbaijan attacked the population of Artsakh without any declaration of war. This effectively broke a formal ceasefire that had been in place since 1994.
Claramente, hay un punto de inflexión en la relación entre Armenia y la Organización del Tratado de Seguridad Colectiva, que nos lleva a cuatro años atrás, cuando en septiembre de 2022 Azerbaiyán atacó, sin mediar declaración de guerra alguna, a la población de Artsaj. At that moment, Yerevan unsuccessfully attempted to invoke Article 4 of the Collective Security Treaty, which explicitly states: “If one of the Member States suffers aggression (an armed attack that threatens security, stability, territorial integrity, and sovereignty), the other Member States shall consider it an aggression (an armed attack that threatens security, stability, territorial integrity, and sovereignty) against all the Member States of this Treaty.”
En ese momento Ereván intentó sin éxito gatillar el artículo 4 del Tratado de Seguridad Colectiva, que taxativamente establece: “Si uno de los Estados miembros sufre una agresión (ataque armado que amenace la seguridad, la estabilidad, la integridad territorial y la soberanía), los demás Estados miembros lo considerarán una agresión (ataque armado que amenace la seguridad, la estabilidad, la integridad territorial y la soberanía) contra todos los Estados miembros del presente Tratado”.
It further states: “In the event of aggression (an armed attack that threatens security, stability, territorial integrity, and sovereignty) against any of the Member States, all the other Member States shall, at the request of that Member State, immediately provide it with the necessary assistance, including military assistance, and support by all means at their disposal, in accordance with the right to collective defense recognized in Article 51 of the Charter of the United Nations.”
Y agrega: “En caso de que se cometa una agresión (ataque armado que amenace la seguridad, la estabilidad, la integridad territorial y la soberanía) contra cualquiera de los Estados Miembros, todos los demás Estados Miembros, a solicitud de dicho Estado Miembro, le prestarán de inmediato la ayuda necesaria, incluida la militar, así como el apoyo por los medios a su alcance, de conformidad con el derecho a la defensa colectiva reconocido en el artículo 51 de la Carta de las Naciones Unidas”.
Moscow disregarded this treaty requirement and played a highly ambiguous role at the time, attempting to position itself as a mediator and guarantor of the security of both Armenia and Azerbaijan.

This situation worsened when, in September 2023, Azerbaijan bombed Stepanakert, despite the fact that Russian forces were supposed to guarantee the safety of the Armenian population. Russia did nothing to prevent Azerbaijan from cutting off the road connecting Berdzor (Lachin) to Armenia and establishing the devastating 10-month blockade, which resulted in the ethnic cleansing of over 100,000 Armenians native to Artsakh.

It was at this point that Pashinyan declared that “relying solely on Russia to guarantee Armenia’s security had been a strategic mistake.” In this context, tensions with Russia within the Eurasian Economic Union (EAEU) escalated, stemming from Armenia’s shift towards the West.

A Look at the West

Moscow's biggest point of contention with Yerevan is Armenia's decision and the concrete steps being taken to advance its membership in the European Union. This led Vladimir Putin himself to declare that Armenia's participation in both the Eurasian Economic Union (EAEU) and the European Union is incompatible, urging Yerevan to hold an urgent referendum so that its citizens could express their opinion on the matter. The Armenian government responded that this would be done in due course, not immediately.
El punto de mayor encono de Moscú con Ereván es la decisión y los pasos concretos que se están dando en Armenia para avanzar en la membresía de la Unión Europea, que llevó al propio Vladimir Putin a decir que es incompatible la participación de Armenia en la UEE y a la vez en la Unión Europea, por lo que instaba a Ereván a convocar a un referéndum urgente para que la ciudadanía se expresara sobre este punto. La respuesta del gobierno armenio fue que eso se haría llegado su momento y no en forme perentoria.
Incidentally, for Armenia, distancing itself from Russia's sphere of influence or even being expelled from the CSTO will not be easy. It is well known that the Armenian economy is highly dependent on Russian investment and bilateral trade, particularly in the energy sector.

The other issue currently on Putin's agenda is the development of infrastructure and connectivity with the countries in his "backyard," identified as the post-Soviet space.

Today, this is Russia’s strategy to avoid losing hegemony in a Caucasus region that it sees slipping through its fingers. Armenia is looking to the West politically and economically and has forged alliances with France, India, and, to some extent, the United States militarily.

Azerbaijan is attempting to play an independent game and maintains its ironclad alliance with Turkey and Israel—no one knows if Baku will be able to maintain the balance between the two regional powers, currently at odds—and is leveraging petrodollars that provide it with economic freedom. Meanwhile, Georgia is torn between the path to autocracy and the pursuit of membership in the European Union.
Azerbaiyán intenta jugar un juego independiente y mantiene su alianza de hierro con Turquía e Israel – nadie sabe si Bakú podrá mantener el equilibrio entre las dos potencias regionales, hoy enfrentadas- y se apalanca en los petrodólares que le dan libertad económica. Por su parte, Georgia, se debate entre el camino a la autocracia y la búsqueda de una membresía en la Unión Europea.
“In strategic terms, this means that Moscow is progressively losing the three South Caucasus states simultaneously; each through a different path, but with the same structural goal: the emergence of a pro-Western architecture on Russia’s southern flank,” notes Muhammad Mahad Samija in an analysis published this week in The Diplomatic Insight.
“En términos estratégicos, esto significa que Moscú está perdiendo progresivamente a los tres Estados del Cáucaso Meridional de forma simultánea; cada uno por una vía diferente, pero con el mismo fin estructural: el surgimiento de una arquitectura prooccidental en el flanco sur de Rusia”, señala Muhammad Mahad Samija, en un análisis publicado esta semana en The Diplomatic Insight.
He adds: “The CSTO is at a crossroads of relevance, cohesion, and power; fractured by the war in Ukraine, the shifting Eurasian geopolitics, and the growing influence of China, Iran, and Turkey, it faces internal mistrust and external competition that jeopardize its future as a credible mechanism for collective security. Connectivity without a security architecture is infrastructure vulnerable to coercion; it creates dependency without deterring.”
Y agrega: “La OTSC se encuentra en una encrucijada de relevancia, cohesión y poder; fracturada por la guerra de Ucrania, la cambiante geopolítica euroasiática y la creciente influencia de China, Irán y Turquía, enfrenta desconfianza interna y competencia externa que ponen en entredicho su futuro como mecanismo creíble de seguridad colectiva. La conectividad sin una arquitectura de seguridad es una infraestructura expuesta a la coerción; genera dependencia sin disuadir”.
