Armenia has not yet applied to the ICC on issues related to the ratification of the Rome Statute: Russian Security Council

The Russian side noted that three years ago, when ratifying the Rome Statute, Armenia presented the possibility of an international investigation into possible crimes on the territory of the country during the period of border tension as an official reason. The Russian Security Council insisted that, to their knowledge, the Armenian authorities have not yet applied to the ICC and have not initiated any investigation.

Ռուսական կողմում նշել են, որ երեք տարի առաջ Հայաստանը Հռոմի ստատուտը վավերացնելիս որպես պաշտոնական պատճառ ներկայացրել էր սահմանային լարվածության շրջանում երկրի տարածքում հնարավոր հանցագործությունների վերաբերյալ միջազգային հետաքննության հնարավորությունը։ ՌԴ ԱԽ-ում պնդել են, որ, իրենց տեղեկություններով, Հայաստանի իշխանությունները մինչ այժմ ՄՔԴ չեն դիմել և որևէ հետաքննություն չեն նախաձեռնել։

The Russian Security Council also noted that the obligation to ratify the Rome Statute and implement its provisions is enshrined in the Armenia-EU Comprehensive and Enhanced Partnership Agreement. According to the Russian side, recognition of the jurisdiction of the ICC is one of the key political conditions for countries aspiring to join the European Union.

ՌԴ Անվտանգության խորհրդում նաև նշել են, որ Հռոմի ստատուտի վավերացման և դրա դրույթների իրականացման պարտավորությունը ամրագրված է Հայաստան-ԵՄ Համապարփակ և ընդլայնված գործընկերության համաձայնագրում։ Ըստ ռուսական կողմի՝ ՄՔԴ-ի իրավազորության ճանաչումը Եվրամիության անդամակցության ձգտող երկրների համար առանցքային քաղաքական պայմաններից մեկն է։

The Russian Security Council again criticized the ICC's activities, accusing the court of being politicized and biased. At the same time, regarding Armenia's current position, they noted that it would be more correct to address this issue directly to the Armenian authorities.

ՌԴ ԱԽ-ում կրկին քննադատել են ՄՔԴ-ի գործունեությունը՝ դատարանին մեղադրելով քաղաքականացված և կողմնակալ լինելու մեջ։ Միաժամանակ Հայաստանի ներկայիս դիրքորոշման վերաբերյալ նշել են, որ այդ հարցով ավելի ճիշտ է դիմել անմիջապես Հայաստանի իշխանություններին։
