Referring to the statements in the PACE report and the opposition’s claims that the document casts doubt on the election results, Hakobyan assured that there are no issues related to the legitimacy of the elections. “There is absolutely no problem in terms of legitimacy. I am saying that if PACE even saw a problem or had concerns about the legitimacy, it would not have said in the end that the government received the full and affirmative mandate of the people through democratic elections and should prepare to fulfill its obligations.”

Անդրադառնալով ԵԽԽՎ զեկույցում տեղ գտած արձանագրումներին և ընդդիմության այն պնդումներին, թե փաստաթուղթը կասկածի տակ է դնում ընտրությունների արդյունքները, Հակոբյանը վստահեցրեց, որ ընտրությունների լեգիտիմության հետ կապված որևէ հարց չկա. «Բացարձակ լեգիտիմության իմաստով որեւէ խնդիր չկա, ասում եմ՝ եթե լեգիտիմության իմաստով խնդիր նույնիսկ խնդիր տեսներ կամ մտահոգություն ունենար ԵԽԽՎ-ն, ապա վերջում չէր ասի, որ իշխանությունը ժողովրդավար ընտրությունների ճանապարհով ստացել է ժողովրդի լիակատար և հաստատական մանդատը, և պետք է պատրաստվի իրագործել իր ստանձնած պարտականությունները»։

Speaking about the disputes that took place in the electoral process, the MP recalled that the opposition had appealed the issue of soldiers voting, to which the Central Election Commission responded in a timely manner: “The CEC should have intervened and did… it added the votes to the number of inaccuracies.”

Խոսելով ընտրական գործընթացում տեղ գտած վեճերի մասին՝ պատգամավորը հիշեցրեց, որ ընդդիմությունը բողոքարկել էր զինվորների քվեարկության հարցը, որին Կենտրոնական ընտրական հանձնաժողովը ժամանակին արձագանքել է. «ԿԸՀ-ն պետք է միջամտեր և միջամտել է… քվեները ավելացրել է անճշտությունների քանակին»։

Volodya Hakobyan drew special attention to the episode in the PACE report that refers to external interference. He directly accused Russia of exerting pressure on Armenia in order to support the opposition forces. “The report also states that law enforcement agencies were able to largely prevent the unprecedented external interference by Russia, which was carried out in favor of the opposition forces. And Russia did this not only through unprecedented media manipulation, which it has done before, but also by applying financial, political and economic restrictions, that is, this is the first time that economic sanctions have been applied to Armenia in order to support pro-Russian forces in the elections.”

Վոլոդյա Հակոբյանը հատուկ ուշադրություն հրավիրեց ԵԽԽՎ զեկույցում տեղ գտած այն դրվագի վրա, որը վերաբերում է արտաքին միջամտությանը։ Նա ուղիղ մեղադրեց Ռուսաստանին՝ ընդդիմադիր ուժերին աջակցելու նպատակով Հայաստանի դեմ ճնշումներ գործադրելու մեջ. «Այդ զեկույցում նշված է նաև, որ իրավապահները կարողացել են մեծ հաշվով կանխել արտաքին աննախադեպ միջամտությունը Ռուսաստանի կողմից, որը իրականացվել է ընդդիմադիր ուժերի օգտին։ Եվ Ռուսաստանը դա արել է ոչ միայն աննախադեպ ծավալի մեդիա մանիպուլյացիաների միջոցով, որը նախկինում ևս արել է, այլ նաև արել է ֆինանսական, քաղաքական և տնտեսական սահմանափակումներ կիրառելով, այսինքն առաջին անգամ է, որ Հայաստանի նկատմամբ տնտեսական սանկցիաներ են կիրառվել, որպեսզի ընտրություններում աջակցեն պրոռուսական ուժերին»։

He also touched upon the attempts to seize the state and, according to law enforcement, cases of oppositionists distributing electoral bribes, proposing radical solutions.

Նա նաև անդրադարձավ պետության զավթման փորձերին և ըստ իրավապահների՝ ընդդիմադիրների կողմից ընտրակաշառք բաժանելու դեպքերին՝ առաջարկելով արմատական լուծումներ.

“If it is proven in court that the candidate of the alliance… as a nominated person… distributed electoral bribes or attempted to distribute them… In that case, not only that force, but also the first 30… should be banned from participating in the elections, so that they do not later open “Mighty Armenia” instead of “Strong Armenia” and participate in the elections.”

«Եթե ապացուցվի դատարանում, որ դաշինքի… թեկնածուն որպես առաջադրված մարդ… ընտրակաշառք է բաժանել կամ փորձել են բաժանել… Էդ դեպքում արդեն պետք է հենց ոչ միայն այդ ուժը, այլ նաև առաջին 30-ը… արգելվի ընտրություններին մասնակցել, որպեսզի իրենք հետո չգան «Ուժեղ Հայաստան»-ի փոխարեն «Հզոր Հայաստան» չբացեն, մասնակցեն ընտրություններին»։
