– Conduct a comprehensive assessment of the circumstances of the transformation of the geopolitical-regional security system and the prerequisites for building a new architecture,

– Ամբողջական գնահատում կատարել աշխարհաքաղաքական-տարածաշրջանային անվտանգութեան համակարգի վերափոխման հանգամանքներուն եւ նոր ճարտարապետութեան կառուցման նախադրեալներուն,

– Formation of a pan-Armenian agenda, deeply realizing that today's leaders in Yerevan not only bypass, but also oppose them,

– Համահայկական օրակարգի ձեւաւորում, խորապէս գիտակցելով, որ Երեւանի այսօրուան վարիչները ոչ միայն կը շրջանցեն, այլ նաեւ կը հակադրուին անոնց,

– Restoration of the rights of the people of Artsakh and, as the first sub-agenda, the realization of the right of collective return, under international guarantees.

– Արցախի ժողովուրդի իրաւունքներու վերականգնում եւ ասոր իբրեւ առաջին ենթաօրակարգ` հաւաքական վերադարձի իրաւունքի իրացում, միջազգային երաշխաւորութեամբ:

– Prosecution of numerous documents of war crimes and ethnic cleansing committed by Azerbaijan in international criminal courts,

– Ազրպէյճանի ռազմական յանցագործութիւններու, անոր իրականացուցած ցեղային զտումի բազմաթիւ փաստագրումներու դատականացում միջազգային քրէական ատեաններու մօտ,

– Legal work in international structures for the preservation of spiritual and cultural heritage, presenting Azerbaijan as a state destroying civilization,

– Հոգեւոր-մշակութային ժառանգութեան պահպանման համար միջազգային կառոյցներու մօտ իրաւական աշխատանքներ` Ազրպէյճանը ներկայացնելով իբրեւ քաղաքակրթութիւն բնաջնջող պետութիւն,

– Development of comprehensive work to ensure a policy of pressure on Azerbaijan in various states for the release of the military-political leadership of Artsakh, prisoners of war and detainees held in Baku,

– Պաքուի մէջ պահուող Արցախի ռազմաքաղաքական ղեկավարութեան, ռազմագերիներու եւ պահուող անձերու ազատ արձակումի նպատակով տարբեր պետութիւններու մօտ Ազրպէյճանի նկատմամբ ճնշումի քաղաքականութիւն ապահովող համատարած աշխատանքներու զարգացում,

– Support for the state institutions of Artsakh, aiming to preserve the legitimacy of the representatives of state institutions elected by the self-determined people of Artsakh,

– Արցախի պետական հաստատութիւններու զօրակցութիւն` նպատակ ունենալով ինքնորոշուած Արցախի ժողովուրդին կողմէ ընտրուած պետութեան հաստատութիւններու ներկայացուցիչներու օրինականութեան պահպանումը,

– Organization of various types of assistance to the displaced people of Artsakh settled in the territory of the Republic of Armenia.

– Հայաստանի Հանրապետութեան տարածքին հաստատուած Արցախի բռնատեղահանուած ժողովուրդի բազմապիսի օժանդակութիւններու կազմակերպում:

This work program certainly has its derivative points. All of them serve the full restoration of the full rights of the people of Artsakh. Only in this way will we turn around the rules of the fateful game imposed on us.

Աշխատանքային այս ծրագիրը ունի անշուշտ իր ածանցեալ կէտերը: Բոլորը` յօգուտ Արցախի ժողովուրդի ամբողջական իրաւունքներու լիակատար վերականգնումին ծառայող: Միայն այդ ձեւով շրջած կ՛ըլլանք մեր վրայ պարտադրուած ճակատագրորոշ խաղի կանոնները:

70 years after the decision of the Soviet-Azerbaijani annexation, Artsakh returned to the Armenian people. Now, events are fast and the implementations that previously assumed a long time can be materialized in much shorter terms. The return of Artsakh is also in the current rapidly changing processes. Geopolitics is not stable and, with the current patterns, is changing rapidly. The imperative is for us to be ready.

Խորհրդային-ազրպէյճանական բռնակցումի որոշումէն 70 տարի ետք, Արցախը վերադարձաւ հայութեան: Հիմա, իրադարձութիւնները արագ են եւ նախապէս երկարատեւ ժամանակ ենթադրող իրականացումները կրնան շատ աւելի կարճաժամկէտ սահմաններու մէջ առարկայանալ: Արցախի վերադարձը եւս, ներկայ արագակշռոյթ գործընթացներուն մէջ: Աշխարհաքաղաքականութիւնը կայուն չէ եւ ներկայ օրինաչափութիւններով յարափոփոխ, արագօրէն: Հրամայականը` մե՛ր պատրաստ ըլլալն է:
