One of the amendments concerns failure to comply with the requirements of the road signs “Entry is prohibited” or “Traffic of heavy vehicles is prohibited”. A fine of 10 thousand drams and 2 penalty points is provided for this.

A fine of 10 thousand drams and 1 penalty point may also be established if the driver places the vehicle in the second or more rows of the carriageway.

10 հազար դրամ տուգանք և 1 տուգանային միավոր կարող է սահմանվել նաև այն դեպքում, եթե վարորդը տրանսպորտային միջոցը տեղակայի երթևեկելի մասի երկրորդ կամ ավելի շարքում։

The liability for stopping or parking in the area of a stop for public transport vehicles, as well as for parking not parallel to the edge of the carriageway is also being tightened. Instead of the current fine of 5 thousand drams, it is proposed to establish a fine of 10 thousand drams and 1 penalty point.

A separate amendment is planned for violation of the rules for transporting children under 12 years of age. Instead of the current fine of 5 thousand drams, it is proposed to establish a fine of 10 thousand drams and 1 penalty point. The Ministry of Internal Affairs notes in its justification that in 2025, 11 thousand 198 violations were recorded related to the transportation of children without child restraints, which is 5747 more than in 2024.

At the same time, in 2025, 404 road accidents involving children under 12 years of age were recorded, as a result of which 11 people died and 487 were injured.

The package also proposes to make changes to the procedure for checking drivers for the fact of being in a state of drug use. Under the current regulation, in case of such suspicion, the test is carried out through blood or urine in medical organizations. It is proposed to provide the opportunity to also check the presence of drugs or psychotropic substances in saliva using technical means.

Փաթեթով առաջարկվում է նաև փոփոխություն կատարել վարորդների՝ թմրանյութ օգտագործած վիճակում գտնվելու փաստի ստուգման կարգում։ Գործող կարգավորմամբ նման կասկածի դեպքում ստուգումն իրականացվում է արյան կամ մեզի միջոցով՝ բժշկական կազմակերպություններում։ Առաջարկվում է հնարավորություն տալ տեխնիկական միջոցներով ստուգելու նաև թքի մեջ թմրամիջոցի կամ հոգեմետ նյութի առկայությունը։

According to the justification of the draft, this amendment should allow for a more effective prevention of cases of driving under the influence of drugs.

Նախագծի հիմնավորման համաձայն՝ այս փոփոխությունը պետք է հնարավորություն տա առավել գործուն եղանակով կանխարգելել թմրանյութ օգտագործած վիճակում մեքենա վարելու դեպքերը։

The legislative package also envisages granting the police the authority to investigate and make decisions on a number of administrative offenses in the field of private security activities.

Օրենսդրական փաթեթով նախատեսվում է նաև ոստիկանությանը վերապահել մասնավոր պահնորդական գործունեության ոլորտում մի շարք վարչական իրավախախտումների վերաբերյալ գործերը քննելու և որոշումներ կայացնելու իրավասությունը։

The draft will remain on the platform until October 14, then it will be presented at the Government session, and if approved, in the parliament.
