Նշենք, որ մայիսին ԵԽԽՎ նախընտրական դիտորդական առաքելության պատվիրակությունը՝ Դամիեն Կոտյեի գլխավորությամբ, այցելել էր Հայաստան։

Noting that the election day was well organized, the Head of the Observation Mission emphasized at the same time that the campaign was tough and highly polarized. “The financing of party campaigns is still insufficiently controlled.”

Նկատելով, որ ընտրության օրը լավ կազմակերպված էր՝ դիտորդական առաքելության ղեկավարը միևնույն ժամանակ ընդգծեց՝ քարոզարշավը կոշտ և խիստ բևեռացված էր․ «Կուսակցությունների քարոզարշավների ֆինանսավորումը դեռևս անբավարար է վերահսկվում»։

As stated in the report on the Prosperous Armenia Party, Damien Cottier said: “The CEC’s invalidation of the results of several polling stations, which were crucial for the parliamentary representation of one of the opposition parties, concerns us. The decision was essential for the question of whether that party would overcome the 4% electoral threshold. Holding new elections in these constituencies would have been a perfectly acceptable option. It was rejected by the CEC without any real explanation.”

Ինչպես զեկույցում է ամրագրված ԲՀԿ-ի մասին, Դամիեն Կոտյեն ասաց․ «ԿԸՀ-ի կողմից մի քանի ընտրատեղամասերի արդյունքների անվավեր ճանաչումը, որոնք վճռորոշ էին ընդդիմադիր կուսակցություններից մեկի խորհրդարանական ներկայացվածության համար, մեզ մտահոգում է։ Որոշումը էական էր այն հարցի համար, թե արդյոք այդ կուսակցությունը կհաղթահարի ընտրական 4 տոկոսի շեմը։ Տվյալ ընտրատարածքներում նոր քվեարկությունների անցկացումը լիովին ընդունելի տարբերակ կլիներ։ Այն մերժվեց ԿԸՀ կողմից՝ առանց իրական բացատրության»։

Ricardo Carvalho, a representative of the EPP political group, who was also part of the observation mission, noted: “I have had the opportunity to see the geopolitical change that Armenia is undergoing. These elections took place in a context full of serious challenges, in particular external interference. Despite all this, Armenian society had a political alternative. One thing that is noteworthy, as stated in the report, is that the election results demonstrated the choice of the European path of the Armenian people and their democratic resilience in the context of external pressure. This choice must be respected. Armenia's approach to Europe should not be an external imposition, but should stem from the desire of the citizens of Armenia and the country's commitment. It is not for us to determine the future of Armenians, our role is to ensure that Armenians choose their own future. A more democratic, more sovereign Armenia, closer to Europe, which will help to have a more stable region.

ԵԺԿ քաղաքական խմբի ներկայացուցիչ Ռիկարդո Կարվալոն, որը ևս դիտորդական առաքելության կազմում էր, նշեց․ «Ես հնարավորություն եմ ունեցել տեսնելու այն աշխարհաքաղաքական փոփոխությունը, որին ենթարկվում է Հայաստանը։ Այս ընտրությունները տեղի ունեցան լուրջ մարտահրավերներով լի համատեքստում՝ մասնավորապես արտաքին միջամտությունը։ Այս ամենին հակառակ հայ հասարակությունն ունեցավ քաղաքական այլընտրանք։ Մի բան է ուշադրության արժանի, ինչպես զեկույցում ամրագրված է՝ ընտրությունների արդյունքները ցույց տվեցին հայ ժողովրդի՝ եվրոպական ուղու ընտրությունը և ժողովրդավարական դիմակայունությունը արտաքին ճնշման համատեքստում։ Այս ընտրությունը պետք է հարգվի։ Հայաստանի մոտենալը Եվրոպային չպետք է լինի՝ որպես արտաքին պարտադրանք, այլ բխի ՀՀ քաղաքացիների ցանկությունից և երկրի հանձնառությունից։ Մենք չէ, որ պետք է որոշենք հայերի ապագան, մեր դերն է ապահովել, որպեսզի հայերն իրենք ընտրեն իրենց ապագան։ Ավելի ժողովրդավար, ավելի ինքնիշխան Հայաստան, ավելի մոտ Եվրոպային, ինչը կօգնի ունենալ ավելի կայուն տարածաշրջան։
