The war of one sentence

Yesterday, a claim was consistently circulating on the Internet that Azerbaijani Foreign Minister Jeyhun Bayramov raised the issue of Azerbaijanis returning to Armenia from the UN General Assembly rostrum, thereby raising the issue to the highest international level.

In his speech on September 25, Bayramov presents the topic of return in the context of the restoration of territories that had come under Azerbaijani control and the return of their former residents.

Սեպտեմբերի 25-ի ելույթում վերադարձի թեման Բայրամովը ներկայացնում է Ադրբեջանի վերահսկողության տակ անցած տարածքների վերականգնման և այնտեղ նախկին բնակիչների վերադարձի համատեքստում։

Bayramov speaks of the “safe and dignified return” of hundreds of thousands of Azerbaijanis to their homes, and then immediately links this topic to the reconstruction of the regions called “liberated territories” by Azerbaijan, the “smart cities” and “smart villages” programs, and the more than 90,000 people already living there.

Բայրամովը խոսում է հարյուր հազարավոր ադրբեջանցիների՝ իրենց տներ «անվտանգ և արժանապատիվ վերադարձի» մասին, ապա անմիջապես այդ թեման կապում է Ադրբեջանի կողմից «ազատագրված տարածքներ» անվանվող շրջանների վերակառուցման, «խելացի քաղաքների» ու «խելացի գյուղերի» ծրագրերի և այնտեղ արդեն բնակվող ավելի քան 90 հազար մարդու հետ։

Bayramov then presents landmines as one of the main obstacles to return and restoration. The geography and political address of this entire section is about Azerbaijani internally displaced persons returning to Karabakh and adjacent territories. The topic of the return of Azerbaijanis to the territory of Armenia is not raised in that section.

Հաջորդիվ Բայրամովը ականներն է ներկայացնում որպես վերադարձի և վերականգնման գլխավոր խոչընդոտներից մեկը։ Այդ ամբողջ հատվածի աշխարհագրությունն ու քաղաքական հասցեն Ղարաբաղ և հարակից տարածքներ վերադարձող Ադրբեջանի ներքին տեղահանվածների մասին է։ Հայաստանի տարածք ադրբեջանցիների վերադարձի թեմա այդ հատվածում չի բարձրացվում։

In diplomatic speech, the context is as important as the literal formulation. Separating a sentence from a quote can change the entire meaning, creating a different territory, a different addressee, and a different political consequence.

Դիվանագիտական խոսքում համատեքստը նույնքան կարևոր է, որքան բառացի ձևակերպումը։ Մեջբերումից մի նախադասություն առանձնացնելը կարող է փոխել ամբողջ իմաստը՝ ուրիշ տարածք, ուրիշ հասցեատեր և ուրիշ քաղաքական հետևություն ստեղծելով։

There are many objectionable provisions in Bayramov’s speech for Armenia. The formulation “liberated territories” is part of Baku’s official historical and political vocabulary, and the claims about missing persons, mines, and the consequences of the war also require rebuttal and factual clarification. But this rebuttal is strong only in the case of an accurate quote. Distorted formulation weakens the credibility of the Armenian argument.

Բայրամովի ելույթում Հայաստանի համար առարկության ենթակա դրույթներ շատ կան։ «Ազատագրված տարածքներ» ձևակերպումը Բաքվի պաշտոնական պատմաքաղաքական բառապաշարի մասն է, իսկ անհետ կորածների, ականների և պատերազմի հետևանքների մասին պնդումները ևս պահանջում են հակադարձում ու փաստական ճշգրտում։ Բայց այդ հակադարձումը ուժեղ է միայն ճշգրիտ մեջբերման դեպքում։ Խեղաթյուրված ձևակերպումը թուլացնում է հայկական փաստարկի վստահելիությունը։

There is also a more important layer. Baku has long formulated the topic of the return of Azerbaijanis to Armenia under the name “Western Azerbaijan” and consistently brought it to international platforms. In 2023, a letter from the “Western Azerbaijan Community” was circulated at the UN demanding the “peaceful, safe and dignified return” of Azerbaijanis who had left the territory of Armenia. In 2025, the materials of the international conference on the same topic and Ilham Aliyev’s message with provisions on the conditions for dialogue with Armenia and return were also transmitted to the UN, but on September 25, Bayramov did not voice a demand for the return of Azerbaijanis to the territory of Armenia from the UN rostrum.

Կա նաև ավելի կարևոր շերտ։ Ադրբեջանցիների՝ Հայաստան վերադարձի թեման Բաքուն վաղուց ձևակերպել է «Արևմտյան Ադրբեջան» անվան տակ և հետևողականորեն տարել միջազգային հարթակներ։ 2023-ին ՄԱԿ-ում շրջանառվեց «Արևմտյան Ադրբեջանի համայնքի» նամակը՝ Հայաստանի տարածքից հեռացած ադրբեջանցիների «խաղաղ, անվտանգ և արժանապատիվ վերադարձի» պահանջով։ 2025-ին ՄԱԿ փոխանցվեցին նաև նույն թեմայով միջազգային համաժողովի նյութերը և Իլհամ Ալիևի ուղերձը՝ Հայաստանի հետ երկխոսության ու վերադարձի պայմանների մասին դրույթներով, սակայն սեպտեմբերի 25-ին Բայրամովը ՄԱԿ-ի ամբիոնից Հայաստանի տարածք ադրբեջանցիների վերադարձի պահանջ չի հնչեցրել:

The most vulnerable point of information security is precisely here. Information that causes fear usually spreads faster, because it adds to already existing doubts and anxieties. Even a single sentence taken out of context can, with the authority of the UN rostrum, acquire a completely different political meaning and spread as a true fact.

Տեղեկատվական անվտանգության ամենախոցելի կետը հենց այստեղ է։ Վախ առաջացնող տեղեկությունը սովորաբար ավելի արագ է տարածվում, որովհետև այն ավելանում է արդեն գոյություն ունեցող կասկածներին ու տագնապներին։ Համատեքստից կտրված մեկ նախադասությունն անգամ կարող է ՄԱԿ-ի ամբիոնի հեղինակությամբ ստանալ լրիվ այլ քաղաքական իմաստ և տարածվել որպես իրական փաստ։

This is a long-tested mechanism. The most effective form of disinformation is often not a complete lie, but a partial transfer of a real statement to another semantic field. A sentence taken out of context may be enough for the audience to construct the rest of the story on their own.

Սա վաղուց փորձված մեխանիզմ է։ Ապատեղեկատվության ամենաազդեցիկ ձևը հաճախ ամբողջական սուտը չէ, այլ իրական խոսքի մասնակի տեղափոխումը ուրիշ իմաստային դաշտ։ Համատեքստից կտրված մի նախադասություն կարող է բավարար լինել, որպեսզի մնացած պատմությունը լսարանը կառուցի ինքնուրույն։

Such distortion is especially dangerous for Armenia. Baku’s real agendas require composure, legal work, and diplomatic countermeasures. The circulation of false threats consumes public attention, confuses real and imaginary threats, and ultimately reduces trust in even those alarms that are truly well-founded.

Նման աղավաղումը Հայաստանի համար հատկապես վտանգավոր է։ Բաքվի իրական օրակարգերը պահանջում են սառնասրտություն, իրավական աշխատանք և դիվանագիտական հակազդեցություն։ Կեղծ վտանգների շրջանառությունը սպառում է հանրային ուշադրությունը, խառնում իրական ու երևակայական սպառնալիքները և վերջում նվազեցնում վստահությունը նաև այն ահազանգերի նկատմամբ, որոնք իսկապես հիմնավոր են։

The most precious resource in Armenia’s information field today is accuracy. Our security benefits from the truth of the fact, not from the volume of noise. Bayramov’s speech should be criticized for what he said. Additional attributions are not needed to prove the dangerousness of the “Western Azerbaijan” agenda. It is enough to follow Baku’s official documents, demands, and work carried out on international platforms. Putting unspoken words into circulation only adds to the noise and makes it difficult to accurately assess the real political goal.

Հայաստանի տեղեկատվական դաշտում այսօր ամենաթանկ ռեսուրսը ճշգրտությունն է։ Մեր անվտանգությունը շահում է փաստի ճշմարտությունից, ոչ թե աղմուկի ծավալից։ Բայրամովի ելույթը պետք է քննադատել նրա ասածի համար։ «Արևմտյան Ադրբեջանի» օրակարգի վտանգավորությունն ապացուցելու համար հավելյալ վերագրումներ պետք չեն։ Բավական է հետևել Բաքվի պաշտոնական փաստաթղթերին, պահանջներին և միջազգային հարթակներում տարվող աշխատանքին։ Չհնչած խոսքը շրջանառության մեջ դնելը միայն աղմուկ է ավելացնում և դժվարացնում իրական քաղաքական նպատակի ճշգրիտ գնահատումը։
