Samvel Shahramanyan: The path chosen by the Armenian authorities is incompatible with the existence of Artsakh

Responding to a question about the main political mistake made by the Armenian and Artsakh authorities and whether the Artsakh authorities themselves could have acted differently, Shahramanyan stated: "It seems to me that the path chosen by the Armenian authorities and the people who elected them is incompatible with the existence of Artsakh."

However, he did not elaborate on the accusations leveled against him that after September 19, 2023, the Artsakh authorities should have continued resistance and not handed over weapons. Shahramanyan said he has already answered these questions repeatedly.

При этом он не стал подробно комментировать звучавшие в его адрес обвинения в том, что после 19 сентября 2023 года власти Арцаха якобы должны были продолжать сопротивление и не передавать оружие. По словам Шахраманяна, на эти вопросы он уже неоднократно отвечал.

Speaking about the events of the 44-day war, Shahramanyan stated that, in his opinion, the Armenian side should have done everything possible to prevent the current situation. "This is the result of the 44-day war, and the beginning of the liquidation of Artsakh was precisely the result of the 44-day war. We, in my opinion, should have done everything possible to prevent this situation from happening," he said.

Shahramanyan also answered a question about the possibility of peace with Azerbaijan. He stated that he strives for peace, but believes the question is "what kind of peace we want and what price we pay for it." "For example, there is peace in Artsakh now. This is the price we must pay," he said, emphasizing that he is talking about the price that must be paid for the current situation.

According to Shahramanyan, he currently does not see a realistic possibility for the return of Artsakh Armenians to Artsakh, but believes it is necessary to keep this issue on the international agenda. "This needs to be discussed, and it should be on the agenda, since it is also international law," he stated.

Shahramanyan also addressed the issue of Armenian prisoners of war and members of Artsakh's military-political leadership held in Azerbaijan. He stated that their continued imprisonment is incompatible with the stated goal of establishing peace. He stated that he is in touch with the families of the Artsakh leadership members in Baku.

"If we are moving toward peace, it is impossible for us to have detainees and convicted persons, including members of Artsakh's military-political leadership, remaining in Azerbaijan," Shahramanyan said.

He also emphasized the need to determine the fate of those missing in action and noted that this requires cooperation between the Armenian and Azerbaijani authorities.

Regarding the preservation of Artsakh's state institutions, Shahramanyan stated that he supports their functioning. However, he noted that, in his opinion, the Armenian authorities lack a corresponding policy, which "greatly complicates this work." When asked about the possibility of electing a new president and speaker of the National Assembly of Artsakh, Shahramanyan suggested contacting those directly responsible for this process.

Касаясь сохранения государственных институтов Арцаха, Шахраманян заявил, что поддерживает их функционирование. При этом он отметил, что соответствующая политика со стороны властей Армении, по его мнению, отсутствует, что «очень усложняет эту работу». На вопрос о возможности избрания нового президента и председателя Национального собрания Арцаха Шахраманян предложил обращаться к непосредственно ответственным за этот процесс лицам.

Speaking about possible new threats to Armenia, Shahramanyan stated that the authorities must inform the public of potential risks. He also noted that, as far as he knows from the public, the current Armenian authorities do not see any threats.

When asked about the possibility of a new run for president of Artsakh, Shahramanyan stated that he considers the discussion of this issue premature. He also said that he continues to do everything in his power for the Armenians of Artsakh.
