The European Court of Human Rights (ECHR) on September 24 rejected a request by the legal team of Gagik Khachatryan, former chairman of Armenia’s State Revenue Committee and former finance minister, for interim measures under Rule 39 of the Rules of Court, Armenpress reported. Specifically, Gagik Khachatryan applied to the ECHR seeking an order requiring the Armenian government to lift his detention and refrain from restricting his liberty in any way. He also requested an end to the practice of transporting him on a stretcher, effective access to medical care, the lifting of the restriction barring him from leaving the country, and permission to travel to the Federal Republic of Germany for medical treatment. The Office of Armenia’s Representative on International Legal Matters said the ECHR communicated the request to the Armenian government, putting relevant questions to the parties and giving them an opportunity to present their positions. “After receiving the responses submitted by the Office of the Representative on International Legal Matters and the applicant, the ECHR decided to reject Gagik Khachatryan’s request for interim measures in full. Thus, regarding the requests submitted under Rule 39 of the Rules of Court, the ECHR saw no need to apply interim measures,” the office said.
