The government is allocating 600 million drams for the reconstruction and repair of the running track and necessary infrastructure at the Hrazdan Stadium.

Կառավարությունը 600 մլն դրամ է հատկացնում «Հրազդան» մարզադաշտի վազքուղու և անհրաժեշտ ենթակառուցվածքների վերակառուցման ու վերանորոգման աշխատանքների համար։

The decision was made at the government session on September 24.

Որոշումն ընդունվել է սեպտեմբերի 24-ի կառավարության նիստում։

The money will be redistributed within the funds allocated to the Ministry of Sports, Youth and Sports in the 2026 state budget of the Republic of Armenia.

"Hrazdan" Stadium to be renovated: Government allocates 600 million drams

The government allocates 600 million drams for the reconstruction and repair of the track and necessary infrastructure of the "Hrazdan" stadium. The decision was made at the government session on September 24.

Կառավարությունը 600 մլն դրամ է հատկացնում «Հրազդան» մարզադաշտի վազքուղու և անհրաժեշտ ենթակառուցվածքների վերակառուցման ու վերանորոգման աշխատանքների համար։ Որոշումն ընդունվել է սեպտեմբերի 24-ի կառավարության նիստում։

The money will be redistributed within the framework of the funds allocated to the Ministry of Sports, Youth and Sports in the 2026 state budget of the Republic of Armenia. It is planned to direct it to the reconstruction and repair of the track and infrastructure necessary for holding track and field and para-athletics competitions in accordance with international standards, as well as to the reconstruction and repair of the athletics track of the training stadium.

Գումարը վերաբաշխվելու է ՀՀ 2026 թվականի պետական բյուջեով ԿԳՄՍ նախարարությանը հատկացված միջոցների շրջանակում։ Այն նախատեսվում է ուղղել միջազգային չափանիշներին համապատասխան թեթև աթլետիկայի և պարաաթլետիկայի մրցումներ անցկացնելու համար անհրաժեշտ վազքուղու և ենթակառուցվածքների, ինչպես նաև մարզումային մարզադաշտի աթլետիկական վազքուղու վերակառուցման և վերանորոգման աշխատանքներին։

The need for the work is related to the Francophonie Games to be held in Armenia in 2027. The games are scheduled for July 23 to August 1.

Աշխատանքների անհրաժեշտությունը կապված է 2027 թվականին Հայաստանում անցկացվելիք Ֆրանկոֆոնիայի խաղերի հետ։ Խաղերը նախատեսված են հուլիսի 23-ից օգոստոսի 1-ը։

According to the government's justification, the work on the "Hrazdan" stadium involves interconnected and sequential stages, and a delay in any of them may jeopardize the possibility of preparing the facility within the specified time frame. For this reason, the procurement requirement for the works has been deemed urgent, and it is planned to apply an “urgent single-person” procurement procedure.

Կառավարության հիմնավորման համաձայն՝ «Հրազդան» մարզադաշտի աշխատանքները փոխկապակցված և հաջորդական փուլեր են ենթադրում, և դրանցից որևէ մեկի ուշացումը կարող է վտանգել օբյեկտը սահմանված ժամկետում պատրաստելու հնարավորությունը։ Այդ պատճառով աշխատանքների գնման պահանջը համարվել է հրատապ, և նախատեսվում է կիրառել «հրատապ մեկ անձից» գնման ընթացակարգ։

It is noteworthy that the justification also already mentions the intended contractor, GTS Construction LLC.

Հատկանշական է, որ հիմնավորման մեջ արդեն նշված է նաև նախատեսվող կապալառուն՝ «Ջի Թի Էս Քնսթրաքշն» ՍՊԸ-ն։

According to the justification presented by the government, the company is currently implementing the construction of the Arthur Abraham Sports Complex. At the same time, the entire volume of works worth 600 million drams will not include the work on the rubber coating of the track and the lower layers necessary for its installation, including asphalt or concrete coating.

Ըստ կառավարության ներկայացրած հիմնավորման՝ ընկերությունը ներկայում իրականացնում է Արթուր Աբրահամի անվան մարզական համալիրի շինարարությունը։ Միաժամանակ, 600 մլն դրամի աշխատանքների ամբողջ ծավալը չի ներառելու վազքուղու ռետինե ծածկի և դրա տեղադրման համար անհրաժեշտ ստորին շերտերի՝ այդ թվում ասֆալտե կամ բետոնե ծածկի աշխատանքները։

They are planned to be implemented by another organization, through a separate procurement procedure. The government justifies this by the fact that the selection of the final coating for the track is technologically related to the selection of the appropriate manufacturer, supplier and specialized organization.

Դրանք նախատեսվում է իրականացնել այլ կազմակերպության կողմից՝ առանձին գնման ընթացակարգով։ Կառավարությունը դա հիմնավորում է նրանով, որ վազքուղու վերջնական ծածկի ընտրությունը տեխնոլոգիապես կապված է համապատասխան արտադրողի, մատակարարի և մասնագիտացված կազմակերպության ընտրության հետ։

According to the justification, the involvement of foreign manufacturers, suppliers and specialized organizations may be necessary for the implementation of these works.

Հիմնավորման համաձայն՝ այդ աշխատանքների իրականացման համար կարող է անհրաժեշտ լինել արտասահմանյան արտադրողների, մատակարարների և մասնագիտացված կազմակերպությունների ներգրավում։

It is also noteworthy that, according to the government's justification, investments are being made from the state budget to improve the infrastructure that is privately owned. In return, it is planned to use the "Hrazdan" stadium for the implementation of state programs for the next 20 years.

Ուշագրավ է նաև, որ կառավարության հիմնավորման համաձայն՝ պետական բյուջեից ներդրումներ են կատարվում մասնավոր սեփականություն հանդիսացող ենթակառուցվածքի բարելավման համար։ Դրա դիմաց նախատեսվում է առաջիկա մոտ 20 տարվա ընթացքում «Հրազդան» մարզադաշտն օգտագործել պետական ծրագրերի իրականացման համար։
