A report on the Armenian Apostolic Church has been published, with 16 statements.

The report “On the crisis that has arisen in the Church as a result of the activities of the de facto head of the Armenian Apostolic Holy Church and a number of high-ranking clergy and ways to resolve it” has been published.

Հրապարակվել է «Հայաստանյայց Առաքելական Սուրբ Եկեղեցու փաստացի պետի և մի շարք բարձրաստիճան հոգևորականների գործունեության արդյունքում Եկեղեցում առաջացած ճգնաժամի և լուծման ուղիների մասին» զեկույցը։

The preparation of the report stems from the 2026–2031 program of the Government of the Republic of Armenia and was prepared by the “Center for Public Relations and Information” SNCO, upon the instruction of the Prime Minister of the Republic of Armenia.

Զեկույցի պատրաստումը բխում է ՀՀ Կառավարության 2026–2031 թթ. ծրագրից եւ պատրաստվել է «Հանրային կապերի եւ տեղեկատվության կենտրոն» ՊՈԱԿ-ի կողմից՝ ՀՀ վարչապետի հանձնարարությամբ։

The report documents 16 incidents that reflect the crisis in the Armenian Apostolic Holy Church.

Զեկույցում փաստագրված է 16 արձանագրում, որոնցով արտահայտվում է Հայաստանյայց Առաքելական Սուրբ Եկեղեցում առաջացած ճգնաժամը։

Among them are:

• violation of the vow of celibacy and impunity for violations of good conduct, • arbitrary persecution and disorganization of clergy, • financial opacity and misuse of church property, • kinship ordinations and clan governance, • politicization of the Holy Altar and the spread of external influences, • 27-year failure of the National Church Council and the absence of a unified Constitution, • divisions in the dioceses of the Diaspora. Let us recall that the preparation of the report on the Church was scheduled back in August. The “reform” of the Armenian Apostolic Church was included in a separate direction in the RA Government’s 2026-2031 program. The program, in particular, envisages the “removal of the de facto head of the Church”, the election of a Catholicosate vicar, the adoption of the church charter and the election of a new Catholicos.

Հիշեցնենք, որ Եկեղեցու վերաբերյալ զեկույցի պատրաստումը նախանշվել էր դեռ օգոստոսին։ ՀՀ կառավարության 2026-2031 թվականների ծրագրում Հայ առաքելական եկեղեցու «բարենորոգումը» ներառվել է առանձին ուղղությամբ․ ծրագրում, մասնավորապես, նախատեսվում է «Եկեղեցու փաստացի պետի հեռացում», կաթողիկոսական տեղապահի ընտրություն, եկեղեցու կանոնադրության ընդունում և նոր կաթողիկոսի ընտրություն։

On August 25, Nikol Pashinyan announced that a report on the “crisis” in the Church would be published within a month, and did not rule out the possibility of creating an investigative commission in the National Assembly. On September 19, he announced that the draft report was already ready.

Օգոստոսի 25-ին Նիկոլ Փաշինյանը հայտարարել էր, որ մեկ ամսվա ընթացքում կհրապարակվի Եկեղեցում առկա «ճգնաժամի» վերաբերյալ զեկույց, և չէր բացառել նաև ԱԺ-ում քննիչ հանձնաժողով ստեղծելու հնարավորությունը։ Սեպտեմբերի 19-ին նա հայտնել էր, որ զեկույցի նախագիծն արդեն պատրաստ է։

The Mother See, for its part, stated that the Government does not have the authority to make the reform of the Church part of its program, and that church reforms cannot be carried out under external pressure or at the behest of the authorities.

Մայր Աթոռը, իր հերթին, հայտարարել է, որ Կառավարությունն իրավասու չէ Եկեղեցու բարենորոգումը դարձնել իր ծրագրի մաս, և որ եկեղեցական բարեփոխումները չեն կարող իրականացվել արտաքին ճնշմամբ կամ իշխանության թելադրանքով։
