Not only have the Azerbaijanis not conceded anything in return, but there are also no minimal signs that they are preparing to at least withdraw from the occupied territories of Armenia. Instead, Baku presents new, continuous demands, starting from the imposition of amendments to the RA Constitution to the circulation of false theses of “Western Azerbaijan” and a policy of cultural appropriation.

Ադրբեջանցիները դրա դիմաց ոչ միայն ոչինչ չեն զիջել, այլև չկան նվազագույն նշաններ, որ պատրաստվում են գոնե հետ քաշվել Հայաստանի օկուպացված տարածքներից։ Փոխարենը՝ Բաքուն ներկայացնում է նորանոր, շարունակական պահանջներ՝ սկսած ՀՀ Սահմանադրության փոփոխության պարտադրանքից մինչև «արևմտյան Ադրբեջանի» կեղծ թեզերի ու մշակութային յուրացման քաղաքականության շրջանառումը։

The Azerbaijani military-political leadership perfectly understands the domestic political reality of Armenia. Baku realizes that the political support of the current Armenian authorities is undermined, and the election results were formed at the expense of the large-scale use of administrative resources, an unforeseen increase in pensions, and the involvement of the state apparatus. Baku understands that Pashinyan does not fully express the legitimate will of the majority of the Armenian people to sign such fateful documents as a peace treaty and territorial concessions. The “Sacred Movement” showed that the accumulated charge of public discontent is too great, and even a small spark is enough to cause a huge nationwide wave.

Ադրբեջանական ռազմաքաղաքական ղեկավարությունը հիանալի հասկանում է Հայաստանի ներքաղաքական իրականությունը։ Բաքվում գիտակցում են, որ Հայաստանի գործող իշխանությունների քաղաքական հենարանը խարխլված է, իսկ ընտրական արդյունքները ձևավորվել են վարչական ռեսուրսի լայնածավալ կիրառման, թոշակների չնախատեսված բարձրացման և պետական ապարատի ներգրավման հաշվին։ Բաքուն հասկանում է, որ Փաշինյանն ամբողջովին չի արտահայտում հայ ժողովրդի մեծամասնության լեգիտիմ կամքը այնպիսի ճակատագրական փաստաթղթերի ստորագրման համար, ինչպիսիք են խաղաղության պայմանագիրն ու տարածքային զիջումները։ «Սրբազան շարժումը» ցույց տվեց, որ հանրային դժգոհության կուտակված լիցքը չափազանց մեծ է, և նույնիսկ փոքր կայծը բավական է, որպեսզի համազգային հսկայական ալիք բարձրանա։

In this context, Azerbaijan’s periodic provocations, ambitious statements, and the topic of “Aghvan heritage” are a unique test for Nikol Pashinyan. For example, by circulating the Azerbaijani name of Tigranashen (“Kyarki”) on the principle of the Overton window and talking about its possible transfer to Azerbaijan, he is trying to understand the reactions of the Armenian public and check whether he can fully prevent the wave of discontent. And the Azerbaijanis are testing the extent to which the government has control over the situation in order to be able to force maximum concessions.

Այս կոնտեքստում Ադրբեջանի պարբերական սադրանքները, հավակնոտ հայտարարություններն ու «աղվանական ժառանգության» թեման յուրօրինակ քննություն են Նիկոլ Փաշինյանի համար։ Նա, օրինակ՝ Օվերտոնի պատուհանի սկզբունքով շրջանառության մեջ դնելով Տիգրանաշենի ադրբեջանական անվանումը («Քյարքի») և խոսելով նրա հնարավոր՝ Ադրբեջանին հանձնելու մասին, փորձում է հասկանալ հայ հանրության ռեակցիաները և ստուգել, թե արդյոք լիարժեքորեն կարող է կանխել դժգոհության ալիքը։ Իսկ ադրբեջանցիները փորձարկում են, թե որքանով է իշխանությունը տիրապետում իրավիճակին, որպեսզի կարողանան մաքսիմալ զիջումներ պարտադրել։

As long as the Armenian authorities build the peace agenda with the logic of unilateral concessions, Azerbaijan will continue to exploit Armenia’s internal weakness and the lack of legitimacy of the government. The circulation of false theses of the “Aghvan legacy” is yet another proof that Baku’s goal is not lasting peace, but the consistent destruction of the foundations of Armenian statehood.

Քանի դեռ Հայաստանի իշխանությունները խաղաղության օրակարգը կառուցում են միակողմանի զիջումների տրամաբանությամբ, Ադրբեջանը շարունակելու է օգտագործել Հայաստանի ներքին թուլությունն ու իշխանության լեգիտիմության պակասը։ «Աղվանական ժառանգության» կեղծ թեզերի շրջանառումը հերթական ապացույցն է, որ Բաքվի նպատակը ոչ թե տևական խաղաղությունն է, այլ Հայաստանի պետականության հիմքերի հետևողական քանդումը։
