At the initiative of the Standing Committee on Human Rights Protection and Public Affairs of the National Assembly, organized by Lilit Galstyan, a deputy of the opposition "Armenia" faction, a working discussion was held on the topic "Socio-economic, legal problems and solutions of Artsakh Armenians".

During the discussion, former State Minister of Artsakh Artak Beglaryan pointed out 5 key issues of integration and protection of the rights of forcibly displaced Artsakh residents.

Արցախի նախկին պետնախարար Արտակ Բեգլարյանը քննարկման ընթացքում մատնանշեց բռնի տեղահանված արցախցիների ինտեգրման և իրավունքների պաշտպանության 5 առանցքային խնդիրները։

According to Artak Beglaryan, the primary issue is status. According to him, the current regulations, by which Artsakh residents were deprived of RA citizenship and received the status of ordinary refugees (like foreigners), are inadequate to the current situation.

Արտակ Բեգլարյանի գնահատմամբ՝ առաջնային խնդիրը կարգավիճակն է: Ըստ նրա՝ գործող կարգավորումները, որոնցով արցախցիները զրկվեցին ՀՀ քաղաքացիությունից և ստացան սովորական փախստականի կարգավիճակ (ինչպես օտարերկրացիները), անհամարժեք են ստեղծված իրավիճակին:

“The people of Artsakh, considering that they have become victims of genocide and ethnic cleansing, should have exactly such a status, which would become the basis for a number of social and legal issues, including the regulation of the status of the relatives of those killed in the gasoline depot explosion,” he emphasized, adding that the right decision would be to leave the people of Artsakh as citizens of the Republic of Armenia and establish special protection by law.

«Արցախի ժողովուրդը, հաշվի առնելով, որ ցեղասպանության և էթնիկ զտման զոհ է դարձել, պետք է ունենա հենց նմանատիպ կարգավիճակ, ինչը կդառնար սոցիալական ու իրավական մի շարք հարցերի հիմքը, այդ թվում՝ բենզինի պահեստի պայթյունի հետևանքով զոհվածների հարազատների կարգավիճակի կարգավորման համար»,- ընդգծեց նա՝ հավելելով, որ ճիշտ որոշումը կլիներ արցախցիներին ՀՀ քաղաքացի թողնելն ու օրենսդրորեն հատուկ պաշտպանություն սահմանելը:

Touching upon the social situation, Beglaryan noted that the situation of the people of Artsakh has deteriorated sharply after the reduction of state support programs. Artak Beglaryan criticized the government’s housing strategy.

Անդրադառնալով սոցիալական վիճակին՝ Բեգլարյանը նշեց, որ պետական աջակցության ծրագրերի կրճատումից հետո արցախցիների վիճակը կտրուկ վատթարացել է: Արտակ Բեգլարյանը քննադատեց կառավարության բնակարանային ապահովման ռազմավարությունը:
