In the open letter, the President of the ARF-D Armenian Justice and Development Party (EAFJD) strongly condemns the participation of European officials in the demonstration staged by Baku, noting: “For me, as the president of a European NGO with committees in 13 EU member states and simply as a European citizen who believes that human dignity is inviolable, it was painful to witness how high-ranking European diplomats became participants in a carefully crafted performance by the authoritarian regime in Baku.”

Բաց նամակում ՀՅԴ Եւրոպայի Հայ Դատի գրասենեակի նախագահ Գասպար Կարապետեանը խստօրէն դատապարտում է եւրոպացի պաշտօնեաների մասնակցութիւնը Բաքւի բեմադրւած ցուցադրութեանը՝ նշելով. «Ինձ համար, որպէս ԵՄ 13 անդամ պետութիւններում յանձնախմբեր ունեցող եւրոպական հասարակական կազմակերպութեան նախագահ եւ պարզապէս որպէս եւրոպացի քաղաքացի, ով հաւատում է, որ մարդկային արժանապատւութիւնն անձեռնմխելի է, ցաւալի էր ականատես լինել, թէ ինչպէս բարձրաստիճան եւրոպացի դիւանագէտները դարձան Բաքւի աւտորիտար ռեժիմի կողմից մանրակրկիտ մշակւած ներկայացման մասնակից»։

Karapetyan emphasizes that there is a difference between diplomatic contacts and becoming spectators of historical revisionism (distortion of history) carried out at the state level.

Կարապետեանը ընդգծում է, որ կայ տարբերութիւն դիւանագիտական շփումների եւ պետական մակարդակով իրականացւող պատմական ռեւիզիոնիզմի (պատմութեան աղաւաղման) հանդիսատես դառնալու միջեւ.

“We fully accept that the EU Special Representative should communicate with all parties and that it is important to get to know the region firsthand. However, there is a significant difference between impartially witnessing the realities on the ground and participating in a propaganda visit organized by Azerbaijan. "It is possible to get acquainted with the situation without insulting the dignity of a people who were forcibly displaced, subjected to famine and blockade only three years ago," Karapetyan notes.

«Մենք լիովին ընդունում ենք, որ ԵՄ յատուկ ներկայացուցիչը պէտք է շփւի բոլոր կողմերի հետ, եւ որ տարածաշրջանին անմիջականօրէն ծանօթանալը կարեւոր է։ Այնուամենայնիւ, էական տարբերութիւն կայ տեղում իրողութիւններին անաչառ կերպով ականատես լինելու եւ Ադրբաջանի կազմակերպած քարոզչական այցին մասնակցելու միջեւ։ Կարելի է իրավիճակին ծանօթանալ՝ առանց վիրաւորելու այն ժողովրդի արժանապատւութիւնը, որն ընդամէնը երեք տարի առաջ բռնի տեղահանւեց՝ ենթարկւելով սովի եւ շրջափակման», նշում է Կարապետեանը։

The letter specifically criticizes how such propaganda events allow Baku to "instrumentalize the European Union in order to legitimize its ethnic cleansing." Karapetyan refers to the disturbing behavior of European officials when they danced with joy at a party organized by the Azerbaijani government in Artsakh, which was depopulated only three years ago, and emphasizes that such behavior, regardless of individual intent, inevitably carries political weight.

Նամակը յատկապէս քննադատում է այն, թէ ինչպէս նման քարոզչական միջոցառումները Բաքւին թոյլ են տալիս «գործիքայնացնել Եւրոպական Միութեանը՝ իր իրականացրած էթնիկ զտումը օրինականացնելու նպատակով»։ Կարապետեանը անդրադառնում է եւրոպացի պաշտօնեաների մտահոգիչ վարքագծին, երբ նրանք հրճւանքով պարում էին Ադրբեջանի կառավարութեան կողմից կազմակերպած խնջոյքին ընդամէնը 3 տարի առաջ հայաթափւած Արցախում եւ շեշտում, որ նման վարքագիծը, անկախ անհատական դիտաւորութիւնից, անխուսափելիօրէն քաղաքական կշիռ է կրում։

“As for the history of the region and the origins of its cultural heritage, we are convinced that there is a lot of impartial historical evidence in the event of a sincere desire to uncover it. We hope that there is a sincere interest on your part in this regard,” the letter states.

«Ինչ վերաբերում է տարածաշրջանի պատմութեանը եւ դրա մշակութային ժառանգութեան ակունքներին, մենք համոզւած ենք, որ այն բացայայտելու անկեղծ ցանկութեան դէպքում, կան բազմաթիւ անաչառ պատմական վկայութիւններ։ Յուսով ենք, որ այս առումով Ձեր կողմից առկայ է անկեղծ հետաքրքրութիւն»,- նշւում է նամակում։

Warning against a short-sighted policy that ignores fundamental principles and human dignity, Karapetyan concludes: “We recognize that the EU has economic and political interests in Azerbaijan. However, diplomacy, where not only principles but also human dignity are sacrificed, quickly turns into complicity. Moreover, at this moment it may seem that appeasing the Aliyev regime helps on the way to achieving the set goals. However, this approach is short-sighted and not the best way to earn respect, even from the side they are trying to please.”

Զգուշացնելով հիմնարար սկզբունքները եւ մարդկային արժանապատւութիւնն անտեսող կարճատես քաղաքականութեան դէմ՝ Կարապետեանը եզրափակում է․ «Մենք ընդունում ենք, որ ԵՄ-ն տնտեսական եւ քաղաքական շահեր ունի Ադրբեջանում։ Այնուամենայնիւ, դիւանագիտութիւնը, որտեղ զոհաբերւում են ոչ միայն սկզբունքները, այլեւ մարդկային արժանապատւութիւնը, արագ վերածւում է յանցակցութեան։ Աւելին, տւեալ պահին կարող է թւալ, թէ Ալիեւի ռեժիմին հաճոյանալը օգնում է դրւած նպատակներին հասնելու ճանապարհին։ Սակայն այս մօտեցումը կարճատես է եւ յարգանք վաստակելու լաւագոյն հէնքը չէ, նույնիսկ այն կողմի մօտ, ում փորձում են հաճոյանալ»։

The ARF-D Armenian Cause Europe Office reaffirms its readiness to cooperate constructively with the EUMM, but insists that, given the seriousness and symbolic nature of the visit, an open and direct dialogue is necessary.

ՀՅԴ Եւրոպայի Հայ Դատի գրասենեակը վերահաստատում է ԵՄՀՆ-ի հետ կառուցողականօրէն համագործակցելու իր պատրաստակամութիւնը, սակայն պնդում է, որ այցելութեան լրջութիւնն ու խորհրդանշական բնոյթը հաշւի առնելով՝ բաց եւ ուղղակի երկխօսութիւնն անհրաժեշտութիւն է։
