Pashinyan noted that the “Public Relations and Information Center” SNCO of the Prime Minister’s Office has prepared a report on his instructions on the crisis in the Armenian Apostolic Holy Church and ways to resolve it.

Փաշինյանը նշել է, որ վարչապետի աշխատակազմի «Հանրային կապերի և տեղեկատվության կենտրոն» ՊՈԱԿ-ն իր հանձնարարությամբ պատրաստել է զեկույց՝ Հայաստանյայց Առաքելական Սուրբ Եկեղեցում առաջացած ճգնաժամի և դրա լուծման ուղիների վերաբերյալ։

“The situation that we have today in the Armenian Apostolic Holy Church is simply terrible, because our church is under occupation,” Pashinyan said.

«Իրավիճակը, որը մենք ունենք այսօր Հայաստանյայց Առաքելական Սուրբ Եկեղեցում, պարզապես սարսափելի է, որովհետև մեր եկեղեցին բռնազավթված է»,- ասել է Փաշինյանը։

According to him, the problem must be resolved, including by making amendments to the law. Pashinyan also stated that he had previously discussed the issue at a meeting of the Civil Contract party board and did not rule out the possibility of an investigative commission being established in the National Assembly after the report’s publication.

When asked by a journalist who, in his words, “seized” the church, Pashinyan replied, “by Ktrich Nersisyan.”

Turning to the issues of the church leadership and possible Russian influence, Pashinyan noted that this topic was also addressed in the report. At the same time, he insisted that at least a violation of electoral legislation had occurred, since, according to him, religious organizations do not have the right to engage in political propaganda.

Pashinyan also mentioned the brother of the Catholicos of All Armenians, Yezras Nersisyan, and said that the National Security Service had published information from its archives according to which he had been an agent of the KGB of the Soviet Union. Pashinyan presented this as a fact that, according to him, must be taken into account.

When asked about the change in the church leadership, Pashinyan replied that the state can also determine by law who cannot hold certain positions. At the same time, he insisted that in order to make a legislative amendment, it is not necessary that such a provision already be provided for in the current law.

Եկեղեցու ղեկավարության փոփոխության վերաբերյալ հարցադրմանը Փաշինյանը պատասխանել է, որ պետությունը կարող է օրենքով սահմանել նաև, թե ովքեր չեն կարող զբաղեցնել որոշակի պաշտոններ։ Միաժամանակ նա պնդել է, որ օրենսդրական փոփոխություն կատարելու համար պարտադիր չէ, որ գործող օրենքում արդեն իսկ նման դրույթ նախատեսված լինի։

“The government has the opportunity to legislatively act, and the government can record its political will,” Pashinyan said.

«Կառավարությունը ունի օրենսդրական գործունեության հնարավորություն, և Կառավարությունը կարող է արձանագրել իր քաղաքական կամքը»,- ասել է Փաշինյանը։

Pashinyan also referred to the provision of the Constitution, according to which the relations between the state and the Armenian Apostolic Holy Church are regulated by law. According to him, this provision provides an opportunity to regulate the relations between the church and the state through legislation.

Փաշինյանը նաև անդրադարձել է Սահմանադրության այն դրույթին, ըստ որի՝ պետության և Հայաստանյայց Առաքելական Սուրբ Եկեղեցու հարաբերությունները կարգավորվում են օրենքով։ Նրա խոսքով՝ այդ դրույթը հնարավորություն է տալիս օրենսդրությամբ կարգավորել եկեղեցու և պետության հարաբերությունները։

According to Pashinyan, legislation may provide for the faithful community to have real opportunities to participate in the governance of the church.
