Violation of the legitimate interests of Russian businessmen in Armenia will not go unnoticed, Russian Deputy Foreign Minister Mikhail Galuzin said.

According to him, Russia regularly raises the issue of the conditions for Russian business activities with the Armenian authorities, but according to assessments made in Moscow, official assurances do not always correspond to reality.
Ըստ նրա՝ Ռուսաստանը պարբերաբար բարձրացնում է Հայաստանի իշխանությունների հետ ռուսական բիզնեսի գործունեության պայմանների հարցը, սակայն Մոսկվայում հնչող գնահատականների համաձայն՝ պաշտոնական հավաստիացումները միշտ չէ, որ համապատասխանում են իրականությանը։
“We have been assured at various levels that nothing threatens Russian investments. However, as we see, these statements do not always coincide with reality. More and more experts agree that signs of a politically motivated “redistribution of property” are observed in the republic,” Galuzin said.
«Տարբեր մակարդակներում մեզ հավաստիացրել են, որ ռուսական ներդրումներին ոչինչ չի սպառնում։ Սակայն, ինչպես տեսնում ենք, այդ հայտարարությունները ոչ բոլոր դեպքերում են համընկնում իրականության հետ։ Ավելի ու ավելի շատ փորձագետներ համաձայնում են, որ հանրապետությունում նկատվում են քաղաքական շարժառիթներով պայմանավորված «սեփականության վերաբաշխման» նշաններ»,— ասել է Գալուզինը։
According to him, one example of such a process is the situation around the “Electric Networks of Armenia” company. Galuzin insisted that the process of nationalizing the company is ongoing, and noted that the Armenian authorities are trying to justify their steps with the fight against corruption, the need to return illegally obtained funds to the state budget, and the need to increase the company's efficiency.

"The veracity of these justifications, however, is highly questionable. In reality, this is more like politically motivated retaliation against one of the competitors in the domestic political arena," the Russian Deputy Foreign Minister stated.

Galuzin also touched upon the issue of the possible transfer of the concession of the South Caucasus Railways company, a subsidiary of Russian Railways. He noted that Moscow "takes the Armenian leadership's statements about the need to transfer the concession to a third country with all seriousness."

According to the data he presented, since 2008, the investments of the South Caucasus Railways company have amounted to more than 30 billion rubles, and tax payments - about 15 billion rubles. According to him, more than 520 km of railway tracks have been repaired, about 50 percent of the track ties have been replaced, more than 50 structures have been repaired and reconstructed, including 38 bridges and two tunnels.

According to Galuzin, the company employs more than 2.5 thousand people.

"All this has allowed us to preserve Armenia's strategic asset and, consequently, create conditions for the republic's effective integration into the international transport network, in the event of a complete unblocking of regional communications," he noted.

The Russian Deputy Foreign Minister also claimed that the “persistent talk” about the transfer of the concession may indicate that the real goal is to transfer the railway infrastructure within the framework of geopolitical projects of other states.

“We are closely monitoring the protection of the legitimate interests of Russian economic operators in Armenia. Their violation will not only harm the investment climate of the republic, but will also not be without an appropriate response from Russia,” Galuzin stated.
«Մենք ուշադիր հետևում ենք Հայաստանում ռուսական տնտեսական օպերատորների օրինական շահերի պահպանմանը։ Դրանց խախտումը ոչ միայն վնաս կհասցնի հանրապետության ներդրումային միջավայրին, այլև Ռուսաստանի կողմից համապատասխան արձագանք չի մնա առանց»,— հայտարարել է Գալուզինը։
