Iran sees new path in Armenia-Pakistan ties

On September 16, the Iranian Tabnak published an interesting interview with Mohsen Pak-Ayin, former Iranian ambassador to Azerbaijan, about the normalization of Armenia-Pakistan relations.
Իրանական Tabnak-ը սեպտեմբերի 16-ին հետաքրքիր հարցազրույց է հրապարակել Իրանի՝ Ադրբեջանում նախկին դեսպան Մոհսեն Փաք-Այինի հետ՝ Հայաստան–Պակիստան հարաբերությունների կարգավորման մասին։
His main idea is the following: since Armenia and Pakistan do not have a common border, the shortest land connection between them passes through Iranian territory. If political relations are followed by trade and economic ties, Iran can become a natural transport link between the two countries, also receiving transit and customs revenues.
Նրա հիմնական միտքը հետևյալն է․ քանի որ Հայաստանն ու Պակիստանը ընդհանուր սահման չունեն, նրանց միջև ամենակարճ ցամաքային կապն անցնում է Իրանի տարածքով։ Եթե քաղաքական հարաբերություններին հետևեն առևտրային և տնտեսական կապերը, Իրանը կարող է դառնալ երկու երկրների միջև բնական տրանսպորտային օղակ՝ ստանալով նաև տարանցիկ և մաքսային եկամուտներ։
Pak-Ayin also views this process in the context of the traditional India-Pakistan rivalry. In his assessment, India’s economic activity in Armenia has also pushed Islamabad to normalize relations with Yerevan. In other words, the South Asian rivalry is to some extent also shifting to the South Caucasus, but not only in a political, but also in a commercial and infrastructural way.
Փաք-Այինը այս գործընթացը դիտարկում է նաև Հնդկաստան–Պակիստան ավանդական մրցակցության համատեքստում։ Նրա գնահատմամբ՝ Հնդկաստանի տնտեսական ակտիվությունը Հայաստանում ևս Իսլամաբադին մղել է Երևանի հետ հարաբերությունների կարգավորման։ Այսինքն՝ Հարավային Ասիայի մրցակցությունը որոշ չափով տեղափոխվում է նաև Հարավային Կովկաս, բայց արդեն ոչ միայն քաղաքական, այլև առևտրային և ենթակառուցվածքային ձևով։
The most interesting here is the Iranian view. In Tehran, the Armenia-Pakistan rapprochement is presented as an opportunity to form a new transit flow for Iran itself.
Այստեղ ամենահետաքրքիրը իրանական հայացքն է։ Թեհրանում Հայաստան–Պակիստան մերձեցումը ներկայացվում է որպես հնարավորություն՝ հենց Իրանի համար նոր տարանցիկ հոսք ձևավորելու։
If relations acquire economic content, the Armenia-Iran border can simultaneously serve two southern directions: India-Iran-Armenia and Pakistan-Iran-Armenia. This already gives Armenia’s southern communications a broader significance.
Եթե հարաբերությունները տնտեսական բովանդակություն ստանան, Հայաստան–Իրան սահմանը կարող է սպասարկել միաժամանակ երկու հարավային ուղղություն՝ Հնդկաստան–Իրան–Հայաստան և Պակիստան–Իրան–Հայաստան։ Սա արդեն Հայաստանի հարավային հաղորդակցություններին տալիս է ավելի լայն նշանակություն։
In that case, Armenia becomes not only a section of the road connecting Iran to the north, but also a platform where various economic directions coming from South Asia can intersect.
Այդ դեպքում Հայաստանը դառնում է ոչ միայն Իրանը հյուսիսին կապող ճանապարհի մի հատված, այլ նաև հարթակ, որտեղ կարող են հատվել Հարավային Ասիայից եկող տարբեր տնտեսական ուղղություններ։
This assessment points to an important logic: the common interest of Armenia and Iran can grow precisely when the number and geography of roads passing through Armenia diversify.
Այս գնահատականը կարևոր տրամաբանություն է մատնանշում․ Հայաստանի և Իրանի ընդհանուր շահը կարող է աճել հենց այն ժամանակ, երբ Հայաստանով անցնող ճանապարհների թիվը և աշխարհագրությունը բազմազանանում են։
And in this sense, the normalization of Armenia-Pakistan relations can be much more than just a new diplomatic connection.
Եվ այդ իմաստով Հայաստան-Պակիստան հարաբերությունների կարգավորումը կարող է լինել շատ ավելին, քան պարզապես նոր դիվանագիտական կապ։
